INVITATION TO TENDER

 INTRODUCTION
The Nigerian Civil Aviation Authority (NCAA), a Parastatal under the Federal Ministry of Transportation (FMT), in pursuance of its statutory oversight functions and in compliance with Public Procurement Act, 2007, hereby invite interested, competent and reputable companies to tender for the following projects under its 2017 Internally Generated Revenue (IGR) budget.

Non-Consultancy Services:
Lot NCS1- Engagement of a reputable company for the cleaning of NCAA Abuja Regional office
Lot NCS2- Engagement of a reputable company for the cleaning of NCAA Kano Regional office
Lot NCS3- Engagement of a reputable company for the cleaning of NCAA Kaduna Regional office
Lot NCS4- Engagement of a reputable company for the cleaning of NCAA Portharcourt Regional Office

Expression of Interest (EOI)
        EOI-1       Submission of Expression of Interest for the engagement of Government Licensed Auctioneer-Lagos, area
EOI-2       Submission of Expression of Interest for the engagement of Government Licensed Auctioneer- Abuja, Kano and Kaduna Regional Offices.

  1. ELIGIBILITY REQUIREMENTS
  • Evidence of Certificate of Incorporation with Corporate Affairs Commission
  • Certified true copies of Memorandum and Articles of Association
  • Current Tax Clearance Certificate
  • Reference letter from any reputable commercial bank
  • Company Audited Accounts for the last three years (2014, 2015, 2016)
  • Evidence of registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 1/1/2018 or valid certificate issued by Bureau of Public Procurement (BPP).
  • A Sworn affidavit disclosing whether or not any officer of the relevant committees of the Nigerian Civil Aviation Authority or Bureau of Pubic .Procurement is a former or present Director or Shareholder in any bidder’s company and to confirm that all information presented are true and correct in all particulars.
  • Evidence of current Pension Compliance Certificate (2017)
  • Company profile which should include names, qualifications and experience of key personnel of the company.
  • Evidence of current registration with Nigeria Social Insurance Trust Fund (NSITF)
  • Evidence of current Industrial Training Fund (ITF) Compliance Certificate (2017)
  • For the expression of interests, the prospective Government Licensed Auctioneer should submit evidence of registration with Nigerian Association of Auctioneers (NAA).


  1. COLLECTION OF BIDS
        Interested bidders are to sign and collect bidding documents from the office of;
The General Manager (Procurement),
        NCAA, Aviation House,
        Domestic Airport, Ikeja, Lagos.
Between 11:00am and 4:00pm Mondays to Fridays upon presentation of NCAA official payment receipt of non-refundable tender fess of N10,000.00(Ten Thousand Naira Only) obtained from the cash office located at the ground floor of NCAA Operational Headquarters Aviation House, Ikeja, Lagos. The tender fees should be paid into the Remitta account of NCAA from any Commercial Bank as follows:

  1. SUBMISSION OF BID DOCUMENTS
  • The documents are to be submitted in A4 paper size neatly bound and arranged in the order listed under eligibility requirements and clearly separated by dividers.
  • The technical and financial bids should b neatly packaged in two separate sealed envelope and marked at the top right hand corner of each envelope stating the title of the project (for example, “Technical Bid for Lot NCS 1” & “Financial Bid for Lot NCS 1”) as the case may be and both packaged in a third/larger envelope addressed as indicated below and the Lot Title and Number properly written.
  • All bidding documents must be clearly addressed to:
The Secretary Tenders Board,
Nigerian Civil Aviation Authority,
Corporate Headquarters,
Nnamdi Azikwe International Airport,
FCT, Abuja. 
and submitted/deposited in the tender box provided at the Corporate Headquarters, Abuja between 10am – 4pm daily.

  1. CLOSING AND OPENING OF SUBMISSION
Submission of bid documents shall close at exactly 11.00am on 8th January 2018 (6 weeks from the date of this publication) and technical bids would be opened immediately on the same day in the Conference Room, Nigerian Civil Aviation Authority, Corporate Headquarters, Nnamdi Azikwe International Airport, FCT-Abuja. 

  1. IMPORTANT INFORMATION
1)    Please note that Lots NCS1 to NCS4 under non-consultancy services were earlier advertised as Lot W6.
This is now re-advertised at the instance of Bureau of Public Procurement (BPP). Note that those who paid tender fees for the cancelled Lot W6 are not expected to pay the second time.
2)    NCAA reserves the right to verify the authenticity of any claims made in the documents submitted by bidders.
3)    Bidders are required to scan their bids and sign bids return register located at the Nigerian legion duty post before submission. Failure to comply with this security arrangement may disqualify bidder(s).
4)    Failure to comply with the submission of any eligibility requirement(s) may automatically result in disqualification.
5)    NCAA reserves the right to reject any or all documents submitted by the bidders.
6)    Originals of all documents submitted must be produced for sighting at any time requested by the Authority.
7)    Late submission of tender documents shall be rejected.
8)    All submission must be in English Language and should be very clear on the areas of specification and lot of interest.
9)    Bidders are NOT allowed to bid for more than one (1) lot
10) In all correspondences, please quote the reference number shown above.
11) Please note that only pre-qualified bidders shall be invited for financial bid opening. The list of the bidders shall be pasted on the notice board at NCAA Corporate and Operational Headquarters in Abuja and Lagos respectively.
12)  This advertisement shall not be construed as a commitment on the part of Federal Ministry of Transportation (Aviation), NCAA or its staff nor shall it entitle a bidder to make any claim whatsoever and or seek any indemnity from NCAA or FMA by virtue of such bidder having responded to the advert.
