The Federal Capital Development Authority (FCDA) has provisions in the FY2017 FCT Statutory Budget for the Procurement of Works, Goods and Services.
Accordingly, competent and interested companies are hereby invited to submit either Technical or Technical and Financial bids for projects under Category A (Works), Category B (Goods) and or submit Expression of Interest (EOI) for the Proposals under Category C (Consultancy Services).

Project Number WA/DPB/01
The scope of Work encapsulates Works on the Building envelope, Electrical and Mechanical engineering Works, External Works and Security Provisions and other Works which includes but not limited to the following:
(i)   Removing and Replacing the existing Rugs/ Dilapidated Ceramic Floor Tiles with approved vitrified Ceramic Floor Tiles
(ii)  Floating wall surfaces with leveler, priming and painting with solid coats of Caplux Emulsion Paint
(iii)  Removing existing doors in some areas and replacing with solid core flush doors.
(iv)  Servicing/Cleaning windows and Tracks
(v)   Removing existing asbestos ceiling and replacing with plaster board suspended ceiling
(vi)  Removing existing electrical fittings and replaced with new approved fittings
(vii) Replacement of Aluminium Lightweight partitioning
(viii) Removing/Replacing existing A/C.
(ix)  Rehabilitation of Plumbing Installations. 
Project Number WA/DPB/02
The work involves the Renovation of some facilities which includes but not limited to paintingremoval and replacing of dilapidated building fabrics. Additional facility comprises the construction of new works with reinforced concrete and block bedded and jointed in cement mortar (1:6) on strip foundation and plastered both sides and painted in emulsion. 
Projects Numbers WA/DRC/01
The work comprises of Two (2) and Three (3) Bedrooms Bungalows constructed of hollow sancrete block work, rendered on all faces with cement and sand slurry and painted in texcote and emulsion paint. The roof covering is 0.55 guage long span oven baked coloured aluminium sheets nailed to hardwood and timber purlins. The floor finish is basically unglazed ceramic floor tiles while the ceiling is asbestos cement ceiling board. With aluminium windows, mechanical and electrical services all finished. The work to be carried out is renovation of all the buildings and making good any defects that maybe deemed necessary or as indicated in Bill of Quantities.

(3.0)   PRE-QUALIFICATION REQUIREMENTS
(3.1)   ITEMS TO BE PROVIDED FOR PROJECTS UNDER CATEGORIES A – C (WORKS, GOODS, AND CONSULTANCY SERVICES)
Interested Companies are invited to submit the following pre­qualification documents:
Eligibility Requirements (Without which the Company/Firm shall be disqualified (Applicable to Categories A-C)
(a) Evidence of Incorporation of the Company with Corporate Affairs Commission (CAC) by
inclusion of Certificates of Incorporation, Articles and Memorandum of Association of the company and up to date Annual return with the CAC (forms C02 & C07 to be
included).
(b)  Detailed Company profile.
( c) Audited Accounts of the Company for the last three (3) years (20142015 & 2016duly endorsed by a firm of Chartered Accountants or Auditors..
(d)  The Company should in addition show the following:
(i)   Tax Clearance Certificate for the last three (3) years (2014, 2015 & 2016) expiring 31st December, 2017 supplied with TIN
(ii)  Verifiable Evidence of Industrial Training Fund (ITF) Compliance Certificate (expiring 31st December, 2017)
(iii)  Verifiable Evidence of Pension Compliance Certificate (expiring 31st December2017).
(iv)  Verifiable Evidence of Nigeria Social Insurance Trust Fund (NSITF) by submission of Compliance Certificate (expiring 31st December, 2017).

(e ) Current sworn Affidavit with respect to this advert disclosing:
(i)  That the Company is not in receivership, insolvency or bankruptcy.
(ii)  That the Company does not have any Director who has been convicted by any Court in Nigeria or any other country for criminal offence in relation to fraud or financial impropriety.
(iii)  Whether or not any officer of the relevant Committees of the FCDA or BPP is a former or present Director, a Shareholder or has any pecuniary interest in the Bidder,
(iv)  That all the documents submitted for the pre-qualification bid are True and Correct in all
particulars.
( f)  Evidence of financial capability/reference letter from a reputable Bank.
(g)  Evidence of Registration with the Bureau of Public Procurement (BPP), National Data Base of Contractors, Consultants, Service Providers or current Interim Registration Report (IRR).
(3.2)  ADDITIONAL ELIGIBILITY/ PRE-QUALIFICATION REQUIREMENTS FOR CATEGORIES A AND C (WORKS& CONSULTANCY SERVICE




(i)    Only Companies with a minimum of Nl billion (One Billion Naira) turnover (average over the last three (3) years) need to apply for projects numbers WA/DES/ (01 – 03)
(ii)   Only Companies with a minimum of N500m (Five Hundred Million Naira) turnover (average over the last three (3) years) need to apply for projects numbers WA/DES/(05 & 06)
(iii) Only Companies with a minimum of N300m (Three Hundred Million Naira) turnover (average over the last three (3) years) need to apply for projects numbers WA/ DES/(04, 07  & 08)
(iv)  Only Companies with a minimum of N250m (Two Hundred and Fifty Million Naira) annual turnover (average over three (3) years) need to apply for projects numbers WA/ DES/(09-010)
(v)  Evidence of current company’s enlistment with the Town Planners’ Registration Council of Nigeria (TOPREC), Association of Town Planning Consultants of Nigeria (ATOPCON) AND Chartered Planners of Nigeria (CPN) and(COAN) (Applicable to Projects Numbers CSC/URP/ (01-02))
(vi) Evidence of Firm Registration & Current Annual Practicing License (Firm) with Council for the Regulation of Engineering in Nigeria (COREN) (Applicable to only project number CSC/DEDE/01
(vii) Evidence of current Firms and Key Personnel Registration enlistment with Surveyors Registration Council of Nigeria (SURCON) Applicable to Projects numbers CSC/DSM/01-012).
(viii) Evidence of Registration with the Office of Auditor General of Federation AND Institute of Chartered Accountants of Nigeria (ICAN) and or Association of National Accountants of Nigeria (ANAN) including Principal Partners Current Practicing License Certificate (Applicable to Project number CSC/DPR/01 only).
(ix)  Evidence of True Copy of Current License as an Insurance Broker Certified by NAICOM AND Professional Indemnity Cover (Applicable to project number CSC/DPR/02).
(3.3) Additional Pre-Qualification Requirements for Category A (Works)

The work experiences required are as follows:
(a)     Projects Numbers WA/DES/(01-09).
Evidence of work experience as the main Contractor executing or having executed a minimum of five (5) projects of similar complexity compared to the proposed work, one(l) of which must have been within the last 5 years, copies of Award LettersLast Interim Certificate of Valuation for on-going projects, Completion Certificate and Final Maintenance Certificates where applicable are to be enclosed.
(b)    For Project Number WA/DES/010
Evidence of work experience as the main contractor executing or having executed 3 minimum of two (2) projects of similar complexity compared to the proposed work is required out of which one(l) must have been within the last three (3) years. Copies of Award LettersLast Interim Certificate of Valuation for ongoing projects, Completion Certificate and Final Maintenance Certificates where applicable to be enclosed.
(c)        For Project Number WA/DES/011
Evidence of work experience as the main Contractor executing or having executed a minimum of three (3) projects of similar complexity compared to the proposed work is required out of which one (1) must have been within the last three (3) years. Copies of endorsed educational and professional certificates are to be attached.
(b)   For Project Number WA/DES/011 the list of key technical personnel required stating their roles, designationqualification and years of experience with the guarantee that a minimum of three (3) relevant COREN Registered Engineers of various disciplines shall be deployed to the project. Copies of endorsed educational and professional certificates are to be attached.
( c)  For Projects Numbers WA/DPB/(01-02) &. WA/DRC/01 the list of key technical personnel stating their rolesdesignation, qualifications and years of experience with the guarantee that a minimum of three (3) relevant Registered Professionals shall be deployed to
the project. Copies of endorsed educational and professional certificates of key staff are to be attached.
(3.4)  ADDITIONAL PRE-QUALIFICATION REQUIREMENTS FOR CATEGORY C (CONSULTANCY SERVICES)

(a)   Interested companies are to collect, submit Tender Documents in accordance with the Schedule of Collection, Submission and Opening of Tender documents on Section 4.1 upon presentation of evidence of payment of Non-Refundable Tender Fee for the respective projects of interest where applicable, into FCDA Revenue Account at Zenith Bank Pic, Efab Plaza, Area 11 Garki-Abuja, Account Number 1014572767 “Tenderers Must Use the FCDA Customised Teller” (Applicable to Projects Numbers WA/DES/09 & 011, WA/DPB/02WA/DRC/01GB/DPR/(0107), CSC/ DPR/01-02 and CSC/DSM/01012)).
( b)  The completed Tender shall be submitted in TWO (2) hard Copies (Original and Duplicate) and an Electronic Copy (PDF format on CD). The Technical Proposals shall be placed in a sealed envelope “stating the project title Tender Identification Number” and the Lot Number (Where applicable), Then two (2) copies of the Financial Proposal shall be signed and sealed separately and placed in a bigger envelope clearly marked “FINANCIAL PROPOSAL” and with a warning DO NOT OPEN AT THE SAME TIME WITH THE TECHNICAL PROPOSAL”.
( c)  The envelopes containing the Technical and Financial Proposals shall be placed into an outer seated envelope clearly marked “TENDER FOR and “STATING THE PROJECT TENDER IDENTIFICATION NUMBER”() (Applicable to Projects Numbers WA/DES/09 & 011, WA/DPB/02, WA/DRC/01 GB/DPR (01-07, CSC/DPR/01-02 and CSC/DSM/01-012).
(d)   The pre-qualification/Expression of interest documents should be in sealed separate envelopes clearly marked “ORIGINAL COPY” and “DUPLICATE COPY” with the following inscription: “PRE-QUALIFICATION TO TENDER/EXPRESSION OF INTEREST FOR  
and “STATING THE PROJECT TENDER IDENTIFICATION NUMBER” (Applicable to Works and Consultancy Services (WA/DES/{01-08 & 010), WA/DPB/01, CSC/ DEDE/01 and CSC/DURP/01-02} and addressed to “THE EXECUTIVE SECRETARY, FEDERAL CAPITAL DEVELOPMENT AUTHORITY (FCDA), No. 8 AYANGBA STREET, AREA 11GARKI ABUJA and submitted as indicated in Section 4.1.
4.1 SCHEDULES FOR COLLECTION, SUBMISSION AND OPENING OF TENDER DOCUMENTS
NOTES:
(i)    All claims must be substantiated with verifiable facts.
(ii)   A company/firm is not allowed to bid for more than two (2) Lots (Only Applicable to Projects Numbers GB/DPR/ (01-07) & CSC/DSM/01-012). A Company that violates this rule shall be disqualified.
(iii)  Interested Companies are responsible for the registration, timely and safe submission of their pre-qualification documents means of delivery notwithstanding.
(iv)  The Authority shall carry out Due Diligence on the companies to verify claims included in their submissions.
(v)  Representative(s) of the Bidding Companies and interested members of the Public, Allied Professional Bodies including Non-Governmental Organisations could attend any of our opening sessions at their own cost and will be required to introduce themselves to toe Chairman of the session.
(vi)  Clarifications can be sought from FCDA Procurement Department, Room 0.012Ground Floor, Wing A, FCDA Corporate Head office (Opposite NTA Star Times), Area 11Garki-Abuja. .
(vii)  ANY COMPANY OR FIRM THAT PAYS TO ANY PERSON(S)/ ACCOUNT OTHER THAN THE ONE STATED ABOVE DOES SO AT HIS OWN RISK.
(vii)  PLEASE NOTE THAT SUBMISSION OF FAKE DOCUMENTS IS A FRAUDULENT PRACTICE PUNISHABLE UNDER THE RELEVANT LAWS.

The Management is not bound to shortlist any bidder and reserves the right to annul the procurement process at any time without incurring any liabilities and assigning any reason thereof
