SUPPORT SERVICES GROUP PROCUREMENT DEPARTMENT
INVITATION TO TENDER FOR THE PROVISION OF SECURITY GUARD SERVICES AT FIRS LOCATIONS NATIONWIDE
(1) BACKGROUND
The Federal Inland Revenue Service (FIRS) of Nigeria is a semi-autonomous agency established in 1943 to collect tax on behalf of the Federal Government of Nigeria. Its vision is to deliver quality service to taxpayers in partnership with other stakeholders and make taxation the pivot of national development. Its mission is to operate an efficient and transparent tax system that optimizes tax revenue collection and voluntary compliance. The Service is desirous of providing a safe working environment for its staff and has made budgetary provision in 2017 for the provision of Security Guard Services. FIRS is hereby inviting eligible Security Service Providers to express interest in providing security services to ensure the security and safety of its employees, facilities and operations nationwide.
(2) BRIEF DESCRIPTION
The Security Service Provider will provide security services, including personnel, to complement service delivery by the Service’s Security and Safety staff and other government security personnel deployed at various locations.
(3) WORK SCOPE
To provide quality and professional security services at FIRS locations
(1) The scope of the services includes:
(i) Personal Guard Services: Uniformed Security Guards
(ii) Event Security
(iii) Emergency Response Services
(iv) Electronic Surveillance service
(2) The Security Service Provider shall provide uniformed (property and smartly kitted) guards in and around FIRS location on a 24hour-a-day, 7 days- a-week basis or as otherwise required per location specification. Security Provider shall provide a variety of services in accordance to FIRS security objectives, policies and procedures, which generally include, but is not limited to:
(i) Entry and exit access control
(ii) Interior and exterior building area patrol
(iii) Visitor and employee identity verification
(iv) Incidence and daily operating reporting
(v) Monitoring and responding to unauthorized intrusion, fire alarms, suspicious activities or packages
(vi) Monitoring movement of equipment in and out of designated locations
(vii) Responding as necessary to prevent and eliminate incidences, which may endanger life and property
(3) The Service Provider shall be responsible for hiring, training and administration of motivated professional guards that meet FIRS standards or as established in a contract agreement.
(4) The Service Provider is responsible for the daily personal appearance of security personnel, provision of uniforms and other kits necessary to support continuous performance of contractor’s requirement.
(5) The Service Provider shall provide management/supervision for all its employees and shall be responsible for instituting/invoking disciplinary action of its employees not in compliance with rules and regulations.
(6) The Service Provider shall engage guards capable of monitoring electronic and detection systems in locations designated by FIRS.
(4) MANDATORY REQUIREMENTS
Interested and prospective Security Service outfits are required to submit the requirements Listed below in their Tender documents:
(i) Verifiable Certificate of Registration with Corporate Affairs Commission (CAC)
(ii) Current Tax Clearance Certificate (2017)
(iii) Evidence of registration/certification from the Nigerian Security and Civil Defence Corps (NCSDC)
(iv) Clearance certificate from Notional Pension Commission as evidence of compliance with Pensions Reform Act, 2004.(2017)
(v) Evidence of compliance with the Industrial Training Fund (FTF) Amendment Act, 2011 by including current/updated copy of Compliance Certificate from the Industrial Training Fund. (2017)
(vi) Evidence of registration on the National Database of Contractors, Consultants and Service Providers. Bidders are expected to submit an Interim Registration Report (IRR) as evidence of compliance with this requirement in line with the provisions of Section 5(h) of the Public Procurement Ad, 2007. (vii) Sworn affidavit disclosing whether or not any officer of FIRS or BPP is a former or present Director, shareholder or has any pecuniary interest in the company/ firm and confirming that all information provided is true and correct in all particulars
(5) OTHER REQUIREMENTS
In addition to the general eligibility criteria, the Service Provider shall provide the following;
(i) Audited accounts for the last three (3) years as and when due (the audited accounts must bear the stamp and seal of an Audit Firm)
(ii) Current organizational structure with names, positions, experience and skills of key management staff and personnel (attach CVs and certificates)
(iii) Evidence of Financial capability/Reference letter from Bank
(iv) Verifiable list of similar services rendered in the past or currently being rendered to clients, and where such services have been terminated provide reasons for stoppage of service to any such organizations (copies of engagement letters, Job Completion certificates/Payment certificates).
(v) Reference letters from clients (at least 2).
(vi) Company’s full contact address (Not P.O Box), functional phone numbers and e-mail address of the contact person.
(vii) Any additional information that will enhance the potential of the company.
Please Note: Service Providers are to bid ONLY for Lots where they have offices/branches.
(6) COLLECTION OF TENDER DOCUMENTS
Tender documents can be collected, after showing copy of treasury receipt, from FIRS Treasury Operations Office (TOO) as an evidence of payment of non-refundable fee of N20,000.00 credited to FIRS Tender account with CBN via Remita from 22nd September, 2017 to 2nd November, 2017 (Except on weekends and public holidays) from the address stated below (#7).
(7) SUBMISSION OF TENDER DOCUMENTS
Prospective companies are required to submit their bid documents (hand delivery, NOT by courier) one (1) copy in a sealed envelope (the envelop should bear the vendor’s name and address on the reverse side) and dearly marked “PROVISION OF SECURITY GUARDS SERVICES AT FIRS LOCATIONS NATIONWIDE”. The Tender must be hand-delivered on or before 12noon on the 2nd November, 2017, Bound Tender documents in wax sealed envelope labeled as Provision of Security Guards Service Provider for FIRS Office Nationwide, and duly addressed to:

14, Sokode Crescent, Off Michael Okpara Way, Wuse Zone 5, Abuja
The envelope should be hand-delivered and must be registered in the office of the Director of Procurement not later two weeks from the date of publication, in the designated tender box(es)
(8) OPENING OF TENDER DOCUMENTS
Tender documents shall be opened immediately after the closure for submission of tender document.
(9) DISCLAIMER
(i) Submitting Tender documents does not commit FIRS to awarding contract to any firm.
(ii) The Federal Inland Revenue Service reserves the right to verify claims made by any firm.
(iii) Tendering with false document is an offence, which will lead to disqualification and prosecution.
