INVITATION FOR BIDS

A. The ECOWAS, within the framework of the execution of its 2017 budget intends to carry out the selection of a Travel Agency with proven expertise to process various aspects of official travel of ECOWAS Institutions in Abuja, including but not limited to airline ticketing, hotel reservations, travel advisory, assistance with formalities related to the shipment of human remains, and other travel related services.

B. The main objective is to provide travel management and related services including, but not limited to airline ticketing and airport transfer, and related services at the lowest cost for Staff Members and/or their dependents (for purpose of official and non-official Travels) and consultants, government officials and participants attending meetings or on official business for the ECOWAS Institution.

C. The ECOWAS Commission now invites sealed bids in one and unique Lot from eligible and qualified Travel Agencies from ECOWAS Member States to participate. This Invitation is read as follows:
“Selection of a Travel Agency for ECOWAS Institutions in Abuja”

D. Interested eligible Travel Agencies may obtain further information at the address and office time as shown below:

Monday to Friday from 9:00 am to 5:00 pm,
ECOWAS Commission, Directorate of General Administration, Procurement Division,
1st Floor ECOWAS Commission, 101 Yakubu Gowon Crescent, Asokoro District, P.M.B 401, Abuja, Nigeria.

E. The Bidding Document is available for all competitors at the Procurement Division, Directorate of General Administration, ECOWAS Commission located at first (1st) floor at the address mentioned above. A complete set of Bidding Documents (English or French) can be obtained by interested Travel Agencies upon submission of a written application addressed to the Directorate of General Administration and upon payment of a non-refundable fee of Thirty Thousand Naira (N30, 000.00) only or its equivalent in a free convertible currency acceptable to ECOWAS, in cash or by cheque and in the order of ECOWAS Commission

F. For Bidders residing outside Nigeria, the Bidding Document can be mailed to interested Bidders. (ECOWAS Account Details are available on request).
G. Bids must be accompanied by an Original Bid Security (bank guarantee or Insurance bond) of One hundred thousand US Dollars only ($100,000) or its equivalent in a free convertible currency acceptable to ECOWAS.
NB: All ECOWAS Member States currencies; US Dollars and Euro (€) are acceptable.

H. Bids (1 Original and 3 Copies) should be delivered in a sealed envelope (English or French version) and deposited in the ECOWAS Tender Box located in the Office of the Commissioner, General Administration & Conference, 5th Floor ECOWAS Commission, Plot 101 Yakubu Gowon Crescent, Asokoro District, P.M.B 401, Abuja, Nigeria.

I. Bids should be marked “New Travel Agency for ECOWAS Institutions in Abuja”, Do Not Open, Except in Presence of the Procurement Committee on or before 11:00am (GMT + 1) on Thursday, November 2, 2017 at the latest and should comprise a technical proposal in line with the description of services and a financial proposal exclusive of taxes and including all services charges and discount supported or offered by the Travel Agency.

J. Bids will be opened in the presence of bidders/representatives who choose to attend, on Thursday, November 2, 2017 at 11:30 am (GMT + 1), Room 523, 5th floor of the Commission Headquarter.

K. Please note that electronic submissions are not accepted and will not be evaluated.
