TENDER OPPORTUNITY PROVISION OF AVIATION FUEL SYSTEM MAINTENANCE SERVICES

INTRODUCTION
Star Deep Water Petroleum Limited (SDWPL) invites interested and pre-qualified companies to this tender opportunity for the provision of Aviation Fuel System Maintenance Services to support the Agbami Deep Water Production Operations. The contract is proposed to commence in the 4th quarter of 2017.
SCOPE OF WORK/SERVICE REQUIREMENTS
The scope of work for the services includes, but is not limited to the following:
(i) The provision of specialized Aviation Fuel Handling/Fuel System Equipment Management services.
(ii) Contractor will be required to train on-site personnel to conduct and maintain record of daily, weekly and monthly fuel system inspection.
(iii) Contractor will be responsible to perform two quarterly, one semi-annual and one annual inspection, as well as periodic maintenance of the fuel system at the Agbami FPSO or other locations as directed by Company under a call-out contract or service order. Calibration of components, replacement of time expired items (parts to be supplied by Company), repair and rectification (at company cost) of systems in accordance with the appropriate Original Equipment Manufacturer (OEM) guidelines.
(iv) Contractor will provide necessary reports, calibration certificates and compliance documents as evidence of work performed.
(v) Contractor will also provide all certification documentation as may be required by the aviation regulatory authority body.
MANDATORY TENDER REQUIREMENTS
(A) To be eligible for this tender exercise, interested bidders are required to be pre-qualified in the following product code: 3.08.03 – Air Transport Services of Passengers and Freight Category “A, B, C & D” in NipeX Joint Qualification System (NJQS) database. All successfully pre-qualified suppliers in this category by the bid close date will receive an Invitation to Technical Tender (ITT).
(B) Please note that interested bidders including their sub-contractor(s) shall be required to:
(i) Meet all JQS mandatory requirements to be listed as “PRE-QUALIFIED” for a category in the JQS database.
(ii) Meet all Nigerian Content requirements stated in this advert in their responses to the Invitation to Technical Tender. Failure to meet the Nigerian Content requirements is a “Fatal Flaw”.
( C) To determine if an interested bidder is pre-qualified and in order to view the product/service category an interested bidder is listed for: Open www.nipex-ng.com and access NJQS with your log in details. Click on continue Joint Qualification Scheme tool, click Check My Supplier Status and then click Supplier Product Group.
( D) If an interested bidder is not listed in this product/service category, and is registered with DPR to do business for this category such interested bidder is requested to please contact NipeX office at 30, Oyinkan Abayomi Drive, Ikoyi Lagos with its DPR certificate as evidence for verification and necessary update.
(E ) To initiate and complete the JQS prequalification process, access www.nipex-ng.com to download the application form, make necessary payments and contact NipeX office for further action.
NIGERIAN CONTENT REQUIREMENTS
SDWPL is committed to the development of the Nigerian Oil and Gas business in observance with the Nigerian Oil and Gas Industry Content Development Act 2010 (NOGICD Act) enacted by the Federal Government of Nigeria in April 2010.
Pursuant to the NOGICD Act, the minimum Nigerian Content in any project, service or product specification to be executed in the Nigerian Oil and Gas Industry shall be consistent with the level set in the schedule of the NOGICD Act and any other target as may be directed by the Nigerian Content Development and Monitoring Board (NCDMB).
Contractors are required to comply with the provisions of the NOGICD Act and all applicable regulations. Bidders that do not meet the Nigerian Content criterion will not be allowed to participate in next Tender Stage
The following are the Nigerian Content requirements bidders are expected to comply with in their technical bid submission.
(A) Furnish details of company ownership and shareholding structure. Also submit clear photocopies of your CAC Forms CAC 2 and CAC 7.
(B) Detailed description of the location of in-country committed facilities & infrastructure in Nigeria to support this contract or submit a credible and verifiable plan towards setting.
( C) Bidders are requested to execute an MOA with Local Training Service Provider (OGTAN member) for the provision of training services in specific technical disciplines involved in the project.
(D) Submit Tenderer’s corporate organizational and project/contract specific organogram. CV’s of all personnel listed in the project organogram should be submitted.
( E) Provide evidence (Purchase receipt, Bill of Landing etc.) of at least 50% Nigerian ownership of equipment.
( F) Provide NIGERIAN CONTENT EQUIPMENT CERTIFICATE (NCEC) issued by Nigerian Content Development and Monitoring Board.

Only bidders who are registered with NJQS Product/Category 3.08.03 by 16:00 Hours, October 6, 2017 being the advert close date shall be invited to submit technical bid.
Please note the following:
(1) Suppliers eligible for this tender opportunity are expected to be prequalified in NJQS under this product/service category: 3.08.03 (Air Transport Services of Passengers and Freight).
(2) The Invitation to Tender (ITT) and any further progression of this tender shall be via NipeX.
(3) All costs incurred in preparing and processing NJQS prequalification shall be to the contractor’s accounts.
(4) Suppliers eligible for this tender opportunity are expected to meet the requirement of the Nigerian Civil Aviation Authority (NCAA).
(5) This advertisement shall neither be construed as any form of commitment on the part of Chevron Nigeria Limited to award any contract to any company and or associated companies, sub-contractors or agents, nor shall it entitle prequalified companies to make any claims whatsoever, and/or seek any indemnity from Chevron Nigeria Limited and or any of its partners by virtue of such companies having been prequalified in NJQS.
(6) The tendering process shall be the NNPC contracting process requiring pre¬qualified companies to submit technical tenders first. Following a technical review, only technically and financially qualified contractors will be requested to submit commercial tenders.
(7) SDWPL will communicate only with authorized officers of the pre-qualifying companies and NOT through individuals or Agents.
