THE GOVERNMENT OF KOGI STATE
BUREAU FOR PUBLIC PRIVATE PARTNERSHIPS (OFFICE OF THE GOVERNOR, LOKOJA, KOGI STATE, NIGERIA) AND THE MINISTRY OF ENVIRONMENT AND NATURAL RESOURCES, LOKOJA.
PRE-QUALIFICATION OF CONTRACTORS FOR SOLID WASTE MANAGEMENT SERVICES.
The Kogi State Government is interested in entering into a Public Private Partnership (PPP) agreement with competent and reputable companies for Waste Management, Recycling and Dumpsite Management Revenue Services in the State. The State in¬tends to improve its public health and environmental quality through effective part¬nership with local and international companies; in-line with the Environment sector investor’s guide, Waste Management Sector policy and the Kogi State Sanitation Laws, Public Private Partnership (PPP) Sanitation and Waste Management Guide and the PPP Quality, Health, Safety, Environment and Security Management System (GQSES-MS) Manual, Kogi State, 2017.
To achieve this, the state hereby invites interested parties to demonstrate com¬petence and experience in the provision of Solid Waste Collection and Disposal in the following lots and locations;
(A) LOKOJA METROPOLIS HAVING THE FOLLOWING LOTS:
(I) LOT 1. Government Reservation Area (GRA) lower & upper new layout post office and Jakura marble industry.
(II) LOT 2. Cantoment, Karaworo and Kabawa
(III) LOT 3. Kporoka, Galilee and international market.
(IV) LOT 4. Nataco, Serinkinoma, Polytechnic and Felele
(V) LOT 5. Crusher. Hassan Kastina, CBN and workers village.
(VI) LOT 6. Adankolo Newlayout, Ganaja junction, 200 housing estate and its environs.
(VII) LOT 7. Gadumo village, Aniebo quarters, commissioners quarters and 500 housing estates.
(VIII) LOT 8. Ganaja Village, Salem University & environs
(IX) LOT 9. Lokongoma Village, Phase 1 & 2.
(X) LOT 10. Otokiti estate, barracks and its environ, Zango-Daji.
(B) OKENE (5LOTS), DEKINA (5LOTS), KABBA (5LOTS), IDAH (5LOTS), EGBE (5LOTS) AND ANKPA (5LOTS)
NOTE: Any contractor applying for solid waste collection and disposal must possess a minimum of two compactor trucks of about 16-24m3 (rear-loader compactor) for col¬lection of dry waste and disposal. Contractors must also provide technical evidence of handling medical, electronic, radioactive and domestic solid waste. Collection and disposal system optimization. However, there will be provision for 14-28m3 galvanized steel bins for refuse storage in high refuse generations areas.
(C) DUMPSITE MANAGEMENT (3LOTS)
NOTE: Contractors must provide technical evidence of waste transfer station mainte¬nance, land use and facility management, sorting and categorization, leachate con¬trol, risk/decision analysis and revenue generation strategies.
(D) TRANSFER LOADING STATION TLS/WASTE TREATMENT AND RECYCLING PLANT (3LOTS)
NOTE: All contractors must specify the class of waste to be recycled and also provide technical evidence of converting waste to wealth in Kogi State. Capacity must include Material recycling/recovery facilities, Mechanical and Biological treatment facilities, Anaerobic digestion facilities, Composting facilities, Advanced thermal treatment fa¬cilities.
SUBMISSION/ OPENING OF EXPRESSION OF INTEREST (EOI)
Expression of interests (EOI) from prospective operators, or consortium of operators, must clearly indicate which waste collection and disposal lot (s) as it was categorised and provide the following information:
(i) Evidence of Incorporation with Corporate Affairs Commission
(ii) Evidence of Registration with Ministry of Environment and Natural Resources and Kogi State Sanitation and Waste Management Board.
(iii) Provide three years Tax clearance TIN for the year 2014 to 2016. From the Federal Inland Revenue Services (FIRS) or Kogi State Internal Revenue Services.
(iv) Financial capability Banks reference
(v) Evidence of competent personnel/organisation structure including atleast (one EHO with current practice license).
(vi) Pictorial evidence of appropriate vehicles with name of company inscribed on them boldly and relevant equipment.
(vii) Evidence of similar job done with letter of completion or execution as a proof
(viii) Evidence of partnership in case of a Consortium.
(ix) Submission of three(3) years Audited Accounts for the last three years (2014,2015 and 2016).
FURTHER INFORMATION
Expression of interest must be submitted in Six (6) copies (one original & five copies) in a sealed envelope clearly marked as either;
(1) “EXPRESSION OF INTEREST FOR SOLID WASTE COLLECTION AND DISPOSAL SERVICES, KOGI STATE”
(2) “EXPRESSION OF INTEREST FOR DUMSITE MANAGEMENT SERVICES, KOGI STATE” OR
(3) EXPRESSION OF INTEREST FOR TLS/WASTE RECYCLING AND TREATMENT SERVICES”
All pre-qualification documents must be address to:
Director General, Bureau for Public Private Partnership, Ground Floor, Left wing, Revenue House, Lokoja, Kogi State, Nigeria, not later than 12th October 2017 before 12 midday.
All EOIs will be opened immediately at 1 pm after the deadline in the Conference Hall, Lokoja, where BP3 Office is situated, in the presence of all interested firms that choose to attend.
Please note that:
(i) The EOI for different services must be packaged in separate envelopes.
(ii) Only shortlisted firms will be invited for further consideration.
(iii) Late submission will be rejected.
(iv) This advertisement shall not be constructed as a commitment on the part of Kogi State to appoint any firm nor shall it entitle any firm submitting documents to claim any indemnity.
(v) Kogi State reserves the right to take final decision on any document received in the EOI.
(vi) Interested applicants are advised to obtain further information on Investor’s guide, Waste Management Sector Policy Note and Kogi State Sanitation Laws, at the address above from 8.00am to 4.00 p.m, Monday through Friday (except public holidays)
(vii) Expression of interest through email must be backed by a hard copy submitted to the BP3 Office
(viii) All submissions must be made in English Language.
PUBLIC ANNOUNCEMENT
Ministry of Environment and Natural Resources condemn all illegal operation of regulated premises i.e. private fumigation outfit, sewage collectors, food ven¬dors, liquor house, slaughter slap, bakeries, water factories, schools, hospitals, warehouse, hotels and solid waste collectors. The Ministry hereby state that, any of the above premises operating without operational permit or registration with Kogi State Sanitation & Waste Management Board is strictly an offense & subject to prosecution as the Ministry will henceforth not allow such practices to jeopardize the health of the public.
CONTRACTORS ARE ALSO INVITED TO APPLY FOR SEWAGE MANAGEMENT IN KOGI STATE.
