1.0 Introduction
The University of Abuja hereby invites reputable and interested Contractors for technical and financial bidding for the following projects under the 2013 – 2016 Tetfund Library Intervention as follows:

2.0     Bid Requirement
All interested contractors are to collect the Tender Documents from Monday, the 11th of December 2017 from the Office of the Head of Procurement, Sultan Maccido Centre Building, Main Campus Airport Road, Abuja upon showing evidence of payment of the tender sum of Ten Thousand Naira (N10,000.00) paid into the University of Abuja.
TSA Account in any bank. Inquiries relating to the bid can be made at the Procurement Office Sultan Maccido Centre Building Main Campus, Airport Road, Abuja.
Bidders are expected to submit the following pre-qualification documents along with their Tender;
(A)     Statutory Requirement
(i)     Evidence of registration with the Corporate Affairs Commission (CAC).
(ii)    Tax clearance certificate for the last three years (2014, 2015 and 2016).
(iii)    Evidence of current Industrial Training Fund (ITF) Compliance Certificate
(iv)    Evidence of current PEWCOM Compliance Certificate in accordance with the Pension Reform Act, 2004.
(v)     Copy of Certified Audited company Accounts for the Immediate past three years (2014, 2015 and 2016) duly stamped by certified auditors
(vi)    Company profile and Office Address.
(vii)    Evidence of current Nigerian Social Insurance Trust Fund (NSITF) Compliance Certificate in line with Section 16(6)(d) of the Public Procurement Act, 2007
(viii)   Evidence of Interim Registration Report (IRR) as evidence of Registration on the Bureau for Public Procurement’s (BPP) Database of Contractors and Service Providers.
(ix)    A sworn affidavit certifying that the documents submitted for the Pre-qualification exercise are not only genuine but correct by any law court for any criminal offence relating to fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matter.
(x)     A sworn affidavit certifying that the company is not in any bankruptcy proceedings or in receivership or the subject of any form of insolvency or in my form of winding up petition proceedings, and none of the officers of the University of Abuja or Bureau for Public Procurement (BPP) is a former or present Director of the company.
(xi) Evidence of a minim/um of Five (5) nos previous and similar jobs done in the last five years each with certificate of completion. Tor projects listed in Lots 1A, 16, 1C, 1D bidders are required to show evidence of a minimum of Five (5) nos previous and similar jobs with certificates of completion carried out in Tertiary Institutions.
3.0     Submission of Prequalification and Tender Documents
(i)     Pre-qualification and Bid Documents are to be submitted in separate sealed envelopes enclosed in a bigger single sealed envelope and marked at the top left corner “Documents for the…” stating the name of the project boldly and clearly.
(ii)    The Documents are to be deposited in the Tender Box located at the reception hall of the University Senate Building, Main Campus, Airport Road not later than 12 noon Monday 29thJanuary 2018.
(iii)   The Bids shall be publicly opened immediately at 12 noon Monday 29th January 2018. All bidders and the NGOs related to procurement are invited to attend the opening.
4.0     Important Notes
(i)     Only the Bids that fulfil the Pre-qualification criteria shall be considered further.
(ii)    The University reserves the right to reject any or all Bid packages
(iii)   Submission of Bids is an offer and should not be considered as commitment on the part of the University of Abuja nor entitles any firm/company to make any claim(s) whatsoever and or seek any indemnity from the University.

Evidence of company registration with Abia State Polytechnic, Aba
Evidence of financial capability and banking support backed by bank statements and audit reports
Verifiable evidence of previous experience in execution of similar contract (attach Letters of Award and Certificate of Completion)
Corporate Affairs Commission (CAC) Registration
Valid Tax Clearance Certificate
Evidence of compliance with Pension Fund-PENCOM
Evidence of compliance with the National social Insurance Trust Fund (NSITF)
Evidence of Registration on the National Database of Contractors, Consultants and service providers by BPP or a copy of Interim Registration Report (IRR) as evidence of compliance with the requirement and
Sworn Affidavit
(C) Collection of Bid Documents
Interested bidders are expected to obtain technical and financial bid documents from the office of the Bursar/Director, Physical Planning (DPP), Abia State Polytechnic, Aba on payment of the sum of N30,000.00 (thirty thousand naira) only
(D) Submission of Bid Documents
The Completed pre-qualification bid supporting documents (10 copies) and the financial bid (2 copies) shall be placed in two different sealed envelopes, marked, pre-qualification for financial bidding of “Rehabilitation of School Engineering Technology (SET)”and addressed to the undersigned with the name of the Contractor written on the back of the envelope marked. (E) Only suitable qualified Contractors who participated in the pre-qualification exercise may be allowed to tender for the project
(F) Closing Date
Application for bid documents received after 6 weeks working days (20th February 2018) from the date of this publication shall not be considered
(G) Disclaimer
(i) Notwithstanding the submission of pre-qualification and financial bids, the Abia State Polytechnic neither commits nor obligates itself in include any company in any bid list or award any form contractors to any company or agent.
