INVITATION FOR SUBMISSION OF EXPRESSION OF INTEREST/PRE QUALIFCATION FOR PROCUREMENT LESS THAN 2013, 2014 and 2015 (MERGED) TETFUND ENTREPRENEURSHIP INTERVENTION ALLOCATIONS
- INTRODUCTION
The Kaduna State University INTENDS TO UTILIZE ITS 2013, 2014 and 2015 (Merged) TeTfund Entrepreneurship Intervention towards acquisition of various Equipment to meet with its Entrepreneurship and Skills Acquisition Training Programmes.
The University, therefore ., invites competent and reputable companies with proven capacity in similar and related areas to submit Technical Bid in respect to the listed Project Lots for consideration
LOT I
2.0 Procurement of Commissioning of:
- Prototyping laser cutting machine training Equipment
- Printing Training Equipment
- Binding and Cutting Training Equipment
- Photography Training Equipment
Lot II
Procurement and Commissioning of Bakery Training Equipment
- PRE-QUALIFICATION REQUIREMENT
In compliance with the Public Procurement Act (PPA), 2007 and Bureau of Public Procurement (BPP) guidelines, Pre-qualification of respondents to this advertisement will be in meeting the following requirements.
3.1 Mandatory Responsive Requirements
- Evidence of registration with Corporate Affairs Commission (CAC)
- Evidence of Company’s Current Tax Clearance Certificate for the three (3) years (2014, 2015 & 2016)
- Evidence of Corporate and Certificate by Industrial Training Fund in line with the provision of ITF Act, 2005
- Evidence of Compliance and Certificate by National Pencom Commission (PENCOM) amended PENCOM Reform Act 2014
- Evidence of registration on the National Database of Bureau for Public Procurement (BPP) or interim Registration (IRR)
- A sworn Affidavit that no Partner Director has been convicted in a Court of competent Jurisdiction for any criminal offense related to fraudulent or corrupt practices or criminal misrepresentation or falsification of facts relating and all the required documents are both GENUINE AND UP TO DATE;
- A sworn Affidavit disclosing whether or not any officer of KASU or BPP is a former or present Director, shareholder or has any pecuniary interested in the Bidder and confirm that information presented on its bid is true and correct in all respect and:
- Veritable evidence of Financial Capability with an average Annual Turnover of not or less than 20 Million in the last three years (2014, 2015 & 2016)
3.2 Other Assessment Requirements:
- Company Audited Report
Unabridged Company Audited Report for the last three (3) years (2014, 2015 & 2016)
- Company Annual Returns
Evidence of Company Annual Returns to CAC for the last three years (2014, 2015 & 2016)
iii. Company Experience and Expertise
A statement of Experience and Technical Capabilities of the Company to include specific narratives and Documentation on the following:
- of projects either ongoing or completed
- Project Tittle and Contact Award
- Completion Period and Project Duration
- Status of each Project either Completed;
- Reasons for non-completion where Project has exceeded its Completion Period
- Projects Photographs
- Payment Certificate
- Requisite Professional Personnel under engagement to include BioData and other relevant information
- Plant and Equipment
Evidence that the bidder possess requisite equipment or tools directly or by way of Third Party Lease Arrangement to execute project in consideration
- Financial Capability
Evidence of established banking relationship with a recognized bank and demonstrable financial capacity in liquid asset to meet project funding requirement in excess of N10 Million
- Purchase of Bid Document
- Bid document will be available for purchase by invited Prequalified Bidders at the Office of Director, Physical Planning and Development upon presentation of evidence of payment receipt issued by the Bursary Department of a non-refundable Tender Processing Fee
- Submission of Bid Documents
Submission of Technical Bid is to be made in sealed envelopes clearly marked ‘TECHNICAL’ indicating Lot in consideration and submitted to:

Submission is to be made on or before Tuesday, 9th January, 2018 by 11:00 hrs. Submission shall be opened by 11:00hrs same day at Senate Chamber.
The Name, Telephone Number and Delivery Address of the Bidder should be clearly stated on the reverse side of the envelope.
- General Information
- This is a SPECIALIZED and NOT A GENERAL PROCUREMENT and Bidders with proven competence only will be considered eligible;
- The UNIVERSITY reserves the right to verify any or all the claims made by applicants and shall disqualify any company whose claims are found to be false and such other sanctions that may apply;
- Bidders who have history of Unsatisfactory Contract Performance, Abandonment, Termination and or Prolonged Period of Contract Execution need not to apply;
- Only Pre-qualified Respondents will be invited for Financial Bid;
- This is only an invitation for solicitation to submit and does not bear any financial undertaking on the part of the University;

- Non compliance to instructions may result to disqualification;
- Submissions must be made only in English Language.
