FISCAL RESPONSIBILITY COMMISSION (FRC) 

 INVITATION TO TENDER FOR THE PROCUREMENT OF VARIOUS ITEMS AT THE FISCAL RESPONSIBILITY COMMISSION, ABUJA

1.0    INTRODUCTION

The Federal Government of Nigeria has allocated funds to the Fiscal Responsibility Commission (FRC) in the Year 2017 Appropriation for the execution of policies, programmes and projects towards achieving the mandate of the commission. Accordingly, the Commission hereby invites reputable contractors with relevant competence and experience to submit tender for the execution of the following projects:

2.0  DESCRIPTION OF PROJECTS

Collation, Design, Production & Printing 0f 2016 Annual Report & Audited Accounts

Lot No: 2

Purchase & installation of Generators

LOT NO: 3

Purchase & Installation of Furniture & Fittings

LOT NO: 4

Purchase of ICT Equipment

LOT NO: 5

Cleaning & fumigation of Offices

LOT NO: 6

Provision of Security Services

3.0  ELIGIBILITY REQUIREMENTS

Prospective bidders must possess the under-listed requirements to be eligible to participate in this procurement:

1. Certificate of Incorporation with Corporate Affairs Commission
2. Evidence of Tax Clearance Certificate for the last three years(2014,2015 & 2016)
3. Evidence of current Pension Clearance Certificate in compliance with the amended Pension PENCOM Reform Act 2004
4. Evidence of Registration on the National database of Contractors, Consultants and Service Providers by inclusion of Interim Registration Report(IRR) issued by the Bureau of Public Procurement (BPP) to Expire on 1^st January 2018
5. Evidence of Compliance Certificate with Industrial Training Fund (ITF) Act 2011, Section 6.
6. Bids for lot 6 must, in addition, provide evidence of current Licence from the Nigeria Security Civil defence Corps (NSCDC) to operate as a private security company

4.0  COLLECTION AND SUBMISSION OF BID DOCUMENTS

Interested and competent bidders are requested to collect Bid document from the Secretary from the secretary, Tender Board, Fiscal Responsibility Commission, Plot 66, Samuel Ajayi Crowther Street, Asokoro, and Abuja. Bidders are also requested to collect remitta account details from Secretary, Tenders Board, wherein payment of nonrefundable of N10, 000 only would be paid. Prospective bidders shall enclose their Technical documents in a separate envelope marked “Technical” and their financial bid in another envelope marked “Financial” and the separate envelopes shall be enclosed in a third sealed envelope and marked “INVITATION TO TENDER” LOT NO …… (Indicate the lot and the bid are for).In addition, the name of the company should be reflected at the back of the envelope. While all bidders must fill the bid submission register after submitting their bid within the hours of  8am -5pm Monday – Friday, all the bids must be addressed to:

5.0  CLOSING DATE AND OPENING

Submission of bid documents closes on December 17, 2017 at 12 noon. Any bid submitted after the stated date and time shall not be considered. The Submitted bids shall be opened on the same day December 17, 2017 at 2 pm at the commission’s Conference Room.

Bidders/Company representatives and interested members of the public, including relevant professional bodies, Civil Society and Non-Governmental Organisations are hereby invited to witness the public opening of the technical bids.

6.0  PLEASE NOTE THAT:

1. Technical and financial bid enclosed in one and same single envelope that will expose the Technical and financial bid at the same time of opening shall be rejected
2. This advertisement is published for information purposes, and should not be construes as a commitment or obligation on the part of the commission to award these contracts.
3. Due diligence exercise shall be conducted to verify all the claims by bidders
