Seeking candidates for anticipated urban water service delivery strengthening programs
RTI International is currently seeking technical, financial and operations specialists for an anticipated USAID – Funded water sanitation activity in Nigeria which will aim to strengthen urban water service delivery.

Chief of Party (COP):
Responsible for overall implementation and oversight of the project, and serve as the primary liaison to USAID
Qualifications:
  • Advanced degree (Masters or Ph.D.) in water resources management, environmental sanitation, water supply management, business management, business administration, international development or other relevant field.
  • Minimum of 15 years of experience in one or more of the following areas: Water/Sanitation utility establishment, management, privatization, and/or reform; Water/sanitation service delivery and reform, including both provision and regulation; Water sector financing, including tariff structures and reform, operation and maintenance, cost recovery, capital improvements and system expansion.

Deputy Chief of Party (DCOF)
Will complement the strengths and responsibilities of the COP. Responsible for supporting/managing all technical, operational and management aspects as the projects. Oversee projects operations, financial management, monitoring and evaluation, communications, and information technology support. Provide oversight to budgets, grants, operational plans, reporting and procedural and financial compliance.

Qualifications:
  • Master’s Degree in Public Administration, Public Policy, Business Administration, Finance or related field and with at least 10 years managing aspects of governance, public financial management, accountability, and/or water service delivery programs.
  • She must have significant contract and grants management experience: and the ability to participate in all representation and technical meetings with senior-level stakeholders.

Monitoring and Evaluation (M&E) Manager:
Responsible for leading and managing the monitoring, evaluation and learning (MEL) activities for the projects. She or he will establish systems for gathering, reporting and analyzing performance data for impact and sustainability of project implementation.

Qualification
  • Master’s Degree in social science, international development or a relevant field, with 9 years of experience in international development program design and implementation
  • 6 years’ experience in program M&E
  • Experience in Knowledge management and commutations.
  • Knowledge of USAIDS Collaboration, Learning and Adaptation (CLA) approach preferred

Technical Experts:
Technical experts will be responsible for planning activities and developing works plans for program components and results provision of technical leadership and engagement for their respective technical component.

Qualifications:
  • A minimum of University Degree and 9 years of sector- relevant experience in Nigeria. Expertize is sought in the following areas:

  • Water Utility Reform/Advisor and Specialist
  • Legislative Reform/Policy Advisor and Specialist
  • Institutional Strengthening Specialist
  • Water/Wastewater Tariff Specialist
  • Water Supply, Wastewater, and Sanitation specialist
  • Water and Sanitation Engineer
  • Private Sector Engagement Expert and Specialist
  • Rural Water Service Delivery Specialist
  • Public Financial management Specialist
  • Knowledge Management and Communications Specialist

Finance Manager
Will manage administrative, financial, and procurement processes including compliance with USG rules and regulations.

Qualifications
  • Degree (Advanced degree preferred) in business administration, accounting or other relevant field, or equivalent experience in certification with a minimum of 9 years’ experience in administrative and financial management of international development assistance programs; developing and managing budgets; overseeing cross-functional teams

Grants Manager:
Will be responsible for proficiently managing and administering a sizable and complex array of grants, many with local organization unaccustomed to the complexities of administering USG Funds.

Qualifications:
  • University Degree in a relevant field with a minimum of 6 years experiences in international business and grants management, with experience in USAID grants management preferred (grant under contract)

Human Resources (H R) Officer
Will be responsible for proficiently managing and administering services in all of the major HR functional areas (employment, salary administration, employee relations, benefits and jobs descriptions).

Qualifications:
  • University degree in a relevant field with a minimum of 6 years’ experience in HR administration and recruiting and hiring.
  • Possess strong working knowledge of and experience in local labor and employment laws and legal resources in Nigeria.
