INVITATION FOR PRE-QUALIFICATION FOR WORKS/EXPRESSION OF INTEREST FOR THE PROVISION OF CONSULTANCY & OTHER SERVICES

PREAMBLE
In compliance with the provisions of the Public Procurement Acts, 2007 and other relevant guidelines, the University of Jos – Nigeria invites competent Contractors, Consultants, Audit Firms, and Insurance Companies/Underwriters for the procurement of the under-listed projects/services under the 2013 NEEDS Assessment Intervention and Internally Generated Revenue (IGR):
1.0            
  REHABILITATION OF CLASSROOMS (2013 NEEDS ASSESSMENT INTERVENTATION )
Remodeling of Classrooms for Physical and Health Education Department:
Lot 1   Block A
Lot 2   Block B1

    MUNICIPAL SERVICES (ELECTRICITY/WATER) – 2013 NEEDS ASSESSMENT INTERVENTION

Lot 3   Provision/ Rehabilitation of Boreholes at strategic locations

4.0              Expression of interest for the Provision of Consultancy Services for the Construction and Furnishing of Lecture Theaters under the 2013 NEEDS Assessment Intervention

5.0              The Provision of Consultancy Services for the Procurement of Teaching and Research (T & R) Equipment under the 2013 NEEDS Assessment Intervention for the following Faculties:  Arts, Education, Environmental Sciences, Engineering, Law, Management Sciences, Medical Sciences Natural Sciences, Pharmaceutical  Sciences, Social Sciences, Veterinary Medicine, and Centre for Biotechnology & Genetic Engineering.
6.0              Appointment as External Auditor (Internally Generated Revenue – IGR)
7.0              Engagement of Insurance Company/ Underwriters for the Provision of the following Insurance Policies under internally Generated Revenue (IGR)
I.                   Fire and Special Perils (Buildings)
II.                Private/Companies Vehicles
III.             Equipment and Computers
SCOPE OF CONSULTANCY SERVICE UNDER NEEDS ASSESSMENT
I.                   Preparation of Preliminary design
II.                Advising on cost alternative
III.             Productive of detailed working drawings
IV.             Preparation f detailed bills of quantities, articles of agreement and checking of tender reports
V.                Normal site supervision and related Consultancy Services
SCOPE OF CONSULTANCY FOR THE PROCUREMENT OF T&R EQUIPMENT
I.                   Collaboration with User Department and Directorate of Physical Facilities (DPF) for the identification and selection of the equipment, considering optimal efficiency, costs and relevancy of technology
II.                Preparation of the Bills of Quantities
III.             Monitoring compliance with specification at delivery and supervision of installation.
IV.             Training of Staff on the operation of the Equipment
MANDATORY REQUIREMENT FOR CONTRACTORS, CONSULTANTS, AUDIT FIRMS AND INSURANCE COMPANIES/UNDERWRITERS
The following are the mandatory requirements:
a)      Evidence of firm’s registration with the Corporate Affairs Commission (CAC).
b)      Evidence of Company Tax Clearance Certificate and Audited Account for the last (3) years (2014, 2015 and 2016)
c)      Certificate of compliance with the provisions of Section 6 (1), (3) of the amended Industrial Training Fund (ITF) Act No. 19 of 2011 (Evidence of up-to date payment of ITF employers contribution), valid for 2017.
d)     Current Pension Clearance Certificate valid for 2016 from PENCOM in line with Pension Reform Act 2014 and evidence of remittance for ALL company staff.
e)      Current Certificate of Interim Registration Report (IRR) with Bureau of Public Procurement
f)       Current Clearance Certificate from Nigeria Social Insurance Trust Fund
g)      Current Company Audited Accounts for the last 3years duly signed and stamped with a professional accounting/audit firm and signed by the client
h)      Evidence of Firm Registration with the Office of the Auditor-General for the Federation as at 2016 in line with Section 85(3) (a) of the construction of the Federal Republic of Nigeria, 1999 (as amended) applicable to Audit Firms only.
i)        Current Registration with Financial Reporting Council of Nigeria (applicable to Audit Firms and Insurances Companies/Underwriters only.
OTHER REQUIREMENTS APPLICABLE TO CONTRACTORS ONLY
(a)    Sworn Affidavit that none if its Directors/Principal Partners has been convicted in any country for Financial Matters
(b)   Sworn affidavit by the Managing Director/Principal Partner of the firm (who will eventually sign contract documents) as registered with the Corporate Affairs Commission (CAC) indicating that all documents submitted are genuine and are verifiable,
(c)    Comprehensive company profile including names and resumes with photocopies of credentials of key staff with genuine and reachable addresses and phone numbers.
(d)   Any other information to prove the company’s corporate and technical expertise and capabilities.
(e)    Bank Reference
OTHER REQUIREMENT APPLICABLE TO CONSULTANTS, AUDIT FIRMS AND INSURANCE COMPANIES/UNDERWRITERS ONLY
a)      Sworn Affidavit that none of its Directors/Principal Partners has been convicted in any country for Financial matters
b)      Sworn affidavit by the Managing Director/Principal Partner of the firm (who will eventually sign contract documents) as registered with the Corporate Affairs Commission (CAC) indicating that all documents submitted are genuine and are verifiable
c)       Sworn affidavit by the Managing Director/Principal Partner of the firm (who will eventually sign contract documents) as registered with the Corporate Affairs Commission (CAC) indicating that all documents submitted are genuine and are verifiable,
d)     Any other information to prove the company’s corporate and technical expertise and capabilities
e)      Evidence of current company registration with the appropriate regulatory professionals bodies.
f)       Evidence of Current registration of the Technical Staff, Directors or Principal Partners of the company with the relevant professional bodies.
g)      Evidence of previous and professional fees of similar jobs undertaken in Nigeria by the firm in the last five (5) years (stating client and professionals fees).
SUBMISSIONS
The Pre- Qualification/Expression of interest document with evidence of payment of non-refundable fee (applicable to items 1, 2 & 3) only of #25,000.00 (twenty five thousand naira only) per Lots as Processing Fee obtained from the Bursary Department of the University should be spiral bound with table of contents and page numbering in the order of the requirement listed above and package in an envelope and should be clearly marked “(PRE – QUALIFICATION or EXPRESSION OF INTEREST FOR… State the project and Lot (if applicable)…” at the top left corner of the envelope with the company’s names written on reverse side off the envelope.
All Submission are to be addressed to the Registrar, University of Jos and dropped in the Tender Box in Room 94, Administrative Block, Bauchi  Road Campus, Jos not later than 12noon of Tuesday, 14th November, 2017.
OPENING OF PRE-QUALIFICATION/EXPRESSION OF INTEREST (EOI) DOCUMENTS
The opening shall commence the same day (Tuesday, 14th November, 2017) in the presence of company representatives who choose to attend at the University Senate Chamber, Bauchi Road Campus, and Jos at 12noon.
PLEASE NOTE
Notwithstanding the submission of the Technical information, the University of Jos is neither committed nor obliged to include any company on any bid list.
I)                   Original documents in any aspects of a country’s submission may be requested for sighting during and or after the opening sessions
II)                University of Jos reserves the right to verify any claim by the companies. Companies shall therefore include necessary authority and guarantee for such verification; the absence of which automatically results in the disqualification of such company.
III)             The University of Jos reserves the right to reject any or all expression of interest packages.
