REQUEST FOR EXPRESSION OF INTEREST

The Solid Minerals Development Fund is a statutory Agency of Ministry of Mines and Steel Development. In compliance with the provisions of the Public Procurement Act 2007, the Agency hereby invites interested, competent and reputable Consultants to submit expression of interest for the following Projects under the 2017 Capital Budget.

Lot 1:  Baseline Study on Infrastructure in Mines Land in North-West, North-east, North-Central zones and FCT

Lot 2: Baseline Study on Infrastructure in Mines Land in South-West, South-east and South-south.

2. Guiding Criteria for Selection:

The selection of the Consultant will be in accordance with the procedures set out in Guidelines published by Bureau of Public Procurement for selection of consultants

3. Eligibility/Criteria and Expected Contents of Expression of Interests:

Prospective applicants are requested to submit their expression of interest that demonstrate  capability and capacity to undertake the assignments, detailing the following information as basis for short-listing for further evaluation in which Technical and Financial proposals will be requested and reviewed accordingly.

• A copy of incorporated Certificate with Corporate Affairs Corporation (CAC);
• Detailed Company profile showing experience/job completion certificates in a similar assignment.
• A copy of Tax Clearance Certificate for the past (3) three years (2014, 2015 AND 2016)
• Evidence of Compliance with Provisions of Pension Reform Act 2004 as contained in section 16 (6d) of the Public Procurement Act; (Copy of Compliance certificate expires 2017)
• Evidence of Compliance with Section6 (1)-(3) of industrial Training Fund (ITF) Amendment Act 2011 ;( Copy of Compliance certificate expires 2017)
• Current Interim Registration Report (IRR) as evidence of Registration on National Data base BPP as a Federal Contractor/Consultant service provider;
• A Sworn Affidavit is disclosing whether is not any officer of the relevant committees of the Solid Minerals Development Fund or the Bureau of Procurement (BBP) is a former or present Directors, Shareholders or has any pecuniary interest in the bidding and to confirm that all information are true and correct in all particulars.

4. General Terms and Conditions;

Expression of Interest must be in English Language and submitted in the Tender Box provided in three (3) copies (one Original) and 2 Copies in a sealed envelope clearly marked SMDF – Expression of Interest for (specify assignment/Lot) and addressed to:

5. Submission and Opening of EOI

The Expression of Interest should be dropped in the tamper proof Tender box provided at the above addressed on or before 17^th October 2017 by 12:00 noon

The submitted EOI will be opened on 17^th October, 2017 by 12:00 noon at the SMDF Conference Room, No 3. Benghazi Street, OFF Addis Ababa Crescent, Zone 4 Wuse –Abuja
