INVITATION FOR
PRE-QUALIFICATION AND EXPRESSION OF INTEREST
1.0
INTRODUCTION
In compliance with
the requirement of the Public Procurement Act of 2007, the National Automotive
Design and Development Council (NADDC) invites interested competent and
reputable Contractors/Suppliers/Consultants with relevant experiences, requisite
expertise and good track record are invited for pre-qualification and
expression of interest on the projects listed below:

Eligibility
Criteria
(i)
Evidence of Registration with Corporate Affairs
Commission
(ii)
Tax Clearance Certificate for the last three (3)
years (2014-2016)
(iii)
Current Certificate of Compliance issued by
National Pension Commission as evidence
of compliance with Pension Reform Act 2004
(iv)
Current Certificate of Compliance issued by
Industrial Training Fund (ITF) in compliance with Section 6 (2) of the ITF
amendment Act 2011
(v)
Evidence of Registration with Financial
Reporting Council of Nigeria
(vi)
Evidence of Registration on the National
Database of Contractors, Consultants and Service Providers by inclusion of
Interim Registration Report issued by BPP
(vii)
Company’s Audited Account and Annual Turnover of
similar business for the last three (3) years
(viii)
Verifiable list of previous similar works
successfully carried out within the last five years with names of clients,
evidence of award and practical completion certificates
(ix)
Evidence of financial strength, credit
worthiness and readiness to instruct bankers to supply financial information on
the company as may be required
(x)
Evidence of Registration with relevant
professional bodies
(xi)
Corporate profile of the firm and organizational
structure, including names and brief resumes of key personnel supported by
professional certificates, registered and functional contact email address GSM
number(s)
(xii)
A sworn affidavit that none of the Director of
the company is a member of staff of National Automotive Design and Development
Council (NADDC) and
(xiii)
Professional certification with relevant
Original Equipment Manufacturer and/or Technology.
4.0
Submission
of Pre-qualification Documents
The deadline
for the submission of pre-qualification and expression of interest documents is
on or before Thursday, November 9th, 2017 at 12.00noon. it must be
submitted in Four (4) copies with one original and marked at the Top Left of
the envelope “Pre-qualification for
……….. or Expression of Interest of ………” with the Lot Number, Description,
Name and Address of the company to be deposited in the Tenders Box located at
the Procurement Unit, First floor and addressed to:

P.M.B 320 Garki, Abuja.
(i)
The submitted pre-qualification/expression of
interest documents will be opened on Thursday November 9th 2017,
immediately after the deadline for submission in the presence of bidders or
their representatives who choose to attend at the Conference Room of the
Council. Non-Governmental Organization, relevant Professional Association and
the general public are hereby invited to witness the opening
(ii)
This announcement is published for information purposes only
and does not constitute an offer by the Council to transact with any party for the projects nor does it constitute a
commitment or obligation on the part of the Council to procure
(iii)
Please note that only pre-qualified companies
will be invited to tender for the goods, works and services
(iv)
The Council reserves the right to reject any
pre-qualification document(s)
(v)
No contractor is allowed to bid for more than 2
Lots, any bidder who exceeds 2 Lots will be disqualified automatically and
(vi)
The Council pledges fair and equal treatment of
all participants but is not bound to shortlist any bidder and reserves the
right to cancel the procurement at any stage without incurring any liability in
line with Section 28(b) of the Public Procurement Act, 2007.
