1.0 INTRODUCTION
In compliance with the public procurement Act 2007, The Federal Polytechnic, Bida wishes to invite interested, competent, reputable and qualified contractors to submit their technical and financial documents for the execution of 2017 Capital Appropriation project.

2.0 SCOPE OF WORK
The scope of work is Rehabilitation/ Repairs of Office Buildings. This involves alteration of some selected academic buildings. The job content also includes repartitioning, change of doors and windows, replacement of electrical and mechanical fittings and accessories, and finishes that have easy flare for maintenance.

3.0 ELIGIBILITY OF REQUIREMENTS
Prospective bidders must possess the under-listed requirements to be eligible in this procurement. Bidders are required to submit only scanned copies (not photocopies) of the documents.
(i) Evidence of incorporation with Corporate Affairs Commission with copies of Forms C02 and C07 attached.
(ii) Up to date returns with the Corporate Affairs Commission (Letter of Compliance must be attached)
(iii) Copy of Company Tax Clearance Certificate for three consecutive years (2014, 2015 and 2016) expiring 31st December, 2017.
(iv) Copy of Company‘s Audit Account for the past three years (2014, 2015 and 2016) whose turn over must be same values as in Tax Clearance Certificate and must be duly stamped by certified Auditors.
(v) Current Pension Certificate in Compliance with the amended PENCOM Reform Acts 2014
(vi) Evidence of Registration on the National Database of BPP on the Particulars, Classification and Categorization of Federal Contractors, Consultants and Service Providers as required by the Provision of Section 5(h) and 6(1 )(F) of the Public Procurement Act 2017
(vii) Current National Social Insurance Trust Fund (NSITF) Clearance Certificate
(viii) Current ITF Certificate in Compliance with Industrial Training Fund (ITF) Acts, 2005
(ix) Company profile including among others; Names of Directors and key professional staff qualification, experience in handling these types of projects, company equipment.
(x) Verifiable evidence of financial capability with an annual turnover of not less than 30M (Thirty Million Naira Only) in the last three years (2014- 2016)
(xi) List and verifiable evidence of similar jobs successfully executed in the last 5 years including letters of contract awards, site photographs and certificates of practical completion.
(xii) List and verifiable evidence of construction equipment, where applicable
Company Profile and evidence of technical qualification of key professional personnel including registration with COREN, ARCON, QSRBN, CORBON, and inclusion of the copies of receipts of payment of annual professional dues for the past three years (2014, 2015 and 2016).
(xiv) All documents for submission must be transmitted with a covering/ forwarding letter under the Company’s Letter Headed Paper bearing amongst others, Registration Number (RC) as issued by CAC, Contact Telephone Number, Valid e-mail address and official Company’s address.
(xv) The Letter Headed Paper must bear the name, nationality and the telephone numbers of the Directors of the Company at the bottom of the page
(xvi) Sworn affidavit affirming that:
(1) information being provided by contractor is correct
(2) the company is not in any bankruptcy, receivership or the subject of any form of insolvency
(xvii) Any other relevant information that will place the bidder on a comparative advantage over others.

Completed Technical and Financial Bids in separate envelopes (two sets of hard copies) shall be submitted. The two envelopes in a large envelope labelled “Technical and Financial Bids” with the project name at top right corner with company name behind and addressed to:

(3) Nothing in this advertisement shall be construed to be a commitment on the part of Federal Polytechnic, Bida to undertake the project, or entitled bidders to make any claim(s) whatsoever in respect of any expenses incurred in preparing a response.
(4) Only technical qualified companies will be allowed to participate in the financial bids returned to them unopened.
(5) All submitted documents will be subjected to verification from relevant agencies
(6) Pre- qualification documents can only be submitted during working hours of 8:00am to 4:00pm.
