INVITATION FOR TENDER (TECHNICAL AND FINANCIAL)
(1) INTRODUCTION
The National Board for Technology Incubation (NBTI) invites interested and reputable Contractors/Companies with relevant experience and good track records to apply for Tender for the various projects of its underlisted Centres for its 2017 Capital Appropriations.
(2) SCOPE
(A) Technology Incubation Centre Minna, Niger State
LOT A1. Construction of Ten incubation Units
(B) Technology Incubation Centre Jos, Plateau State
LOT A1. Procurement of Equipment for Product Packaging and Labelling for Commercialisation
LOT A2. Construction of Ten Incubation Units
(C) Technology Incubation Centre Ilorin, Kwara State
LOT A1. Procurement of Office Furniture and Fittings
L0T A2. Construction of Ten Incubation Units.
LOT A3. Renovation and rehabilitation of existing Admin Block and Incubation Units.
(D) Technology Incubation Centre Makurdi, Benue State
LOT A1. Construction and Renovation of Incubation Units.
LOT A2. Construction of Electrical Workshop
LOT A3. Equipping of Laboratory Units
LOT A4. Construction of Laboratory Units
LOT A5; Equipping of Electrical Workshop
LOT A6. Construction of Mechanical Workshop
LOT A7. Equipping of Mechanical Workshop
(3) ELIGIBILITY CRITERIA
(a) Evidence of Company’s Registration with Corporate Affairs Commission (CAC) in line with section l6 (6) (b) of the Public Procurement Act 2007. (as amended)
(b) Evidence of Tax clearance certificate for the last three (3) years (2014, 2015 and 2016) expiring on 31st December, 2016 in line with section 1 b(6)(d) of the Public Procurement Act 2007 (as amended)
( c) Evidence of current ITF Compliance certificate in line with section 16(6)(d) of the Public Procurement Act 2007. (as amended)
(d) Evidence of current PENCOM Compliance Certificate in line with section 16 (6)(d) of the Public Procurement Act 2007 (as amended)
( e) Evidence of interim Registration Report (IRR) issued by BPP as evidence Of registration on the National Database of Contractors, Consultants and Service Providers
( f) Evidence of Similar jobs executed in the last three years, stating details of client, nature of work etc.
(g) Technical and Professional membership certificates of Technical Staff.
(h) Please note, you are to provide three (3) separate affidavits in respect of the under listed items in compliance with section 16 (c) (e) and (f) of the Public Procurement Act 2007, (as amended)
(i) Sworn affidavit that the company is not in receivership or the subject of any form of insolvency or bankruptcy proceedings or the subject of any form of winding up petition or proceedings.
(ii) Sworn affidavit affirming that none of the directors of the company has been convicted for any criminal offence relating to fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matter.
(iii) Sworn affidavit that no officer in National Board for Technology Incubation (NBTI) or Federal Ministry of Science and Technology (FMST) or the Bureau of Public Procurement (BPP) is a former or present director, shareholder, or has any pecuniary interest in the bidder and confirm all information presented in its bid are true and correct in all particulars.
(i) Company’s letter head must bear the Registration Number (RC) as issued by CAC. The Letter head must have contact telephone number, valid email address and official company address as well as the names and nationality of the Directors of the company at the bottom of the letterhead etc.
(4) TENDER FEES
Payment of non-refundable Tender Fees of Ten Thousand Naira (N10, 000) only is required for each LOT through remita platform of the selected Technology Incubation Centre of your choice.
(5) COLLECTION OF TENDER DOCUMENTS
Tender documents for all Centres are obtainable from the office of the Zonal Director, at the Technology Incubation Centre , Off David Mark Road, P.M.B 226, Minna, Niger State.
(6) SUBMISSION
The bid documents should be returned in a seal envelop with the Lot marked at the top left hand corner of the envelope. Two envelop tendering in one bigger envelop (i.e. Technical and Financial in separate envelopes and both put in one big envelop).
The bid must clearly marked as indicated above and must be returned in a sealed envelope and address to The Zonal Director Technology Incubation Centre, Off David Mark Road, P.M.B 226, Minna, Niger State and should reach the office of the Zonal Director Technology incubation Centre, Off David Mark Road, P.M.B 226, Minna, Niger State not later than Wednesday 1st November 2017,
(7) CLOSING AND OPENING OF BID DOCUMENTS:
Bids submission shall be close by 12.00 noon Wednesday 1st November, 2017, and the received Bid Documents shall be publicly opened: immediately at the same day at the Zonal Office of Technology Incubation Centre, Off David Mark Road, P.M.B 226, Minna, Niger State. Representatives of Bidding Companies are requested to be present as well as Civil Society organizations and interested observers.
(8) IMPORTANT NOTICES
(a) Only Successful Contractors will be contacted for Tender Process
(b) This advertisement shall not be construed as a commitment on the part of the Board,
(c ) Applicants are entirely liable to the veracity of the documents submitted by them.
(d) No bidder is entitled to make any claim and or seek any indemnity from NBTI by virtues of such bidder having responded to the adverts.
(e) Only Technical bids shall be opened at the expiration of the deadline for submission and the financial bids of successful
Technical bidders would be publicly opened at a later date to be communicated by the Board.
