REQUEST FOR EXPRESSION OF INTEREST FOR THE PROVISION OF ARCHITECTURAL CONSULTANCY SERVICES
(1) INTRODUCTION
The Federal Fire Service, Abuja intends to undertake the procurement of services approved under the 2017 Appropriation and hereby invite interested, competent and eligible consultants for the execution of consultancy services.
(2) SCOPE OF WORK
LOT 1: Design of Metropolitan Fire Stations in the Six (6) Geo-Political Zones including the Federal Capital Territory.
(3) ELIGIBILITY CRITERIA
(i) Evidence of Registration with Corporate Affairs Commission (CAC),
(ii) Evidence of Tax Clearance for the last three (3) years (2014, 2015, &20l6),
(iii) Company’s Audited Account for the last three (3) years (2014, 2015, &2016),
(iv) Evidence of Financial Capacity and Banking Support, to the amount of the Lot applied for
(v) Key personnel experience/technical qualification,
(vi) Evidence of compliance with the provision of the National Social Insurance Trust Fund (NSITF) -Certificate of Compliance,
(vii) Evidence of contribution to the Industrial Training Fund (ITF) with certificate of compliance,
(viii) Evidence of compliance with provision of Pension Reform Act 2004 as contained in Section 16(6d) of the Public Procurement Act (2007).
(ix) Evidence of similar projects executed with certificates of completion,
(x) Affidavit of disclosure, whether any Officer of Federal Fire Service or Bureau for Public Procurement (BPP) is a former or present Director of company,
(xi) Affidavit showing that no Director of company has been convicted in any country for any criminal offence relating to fraud or financial impropriety,
(xii) Affidavit showing that the company is not in receivership,
(xiii) Evidence of registration (or Interim Registration Report) on the National Database of Contractors.
(xvi) Consultants and Service providers of Bureau for Public Procurement (BPP), and the Company is not in receivership.
(4) SUBMISSION OF EXPRESSION OF INTEREST AND CLOSING DATE:
(i) Two (2) hard copies of the pre-qualification documents should be neatly packaged in a sealed envelope and marked at the top left-hand corner “Confidential Pre-qualification Document”. The sealed envelope should be deposited in the tender box provided for this purpose.
(ii) All responses be addressed to the Secretary, Service Tenders’ Board, Federal Fire Service, Area 10, Garki-Abuja not later than 2nd October 2017
(5) SHORTLISTING
Companies shall be shortlisted based on their meeting the Eligibility Criteria and only shortlisted consultants shall be invited to submit Technical and Financial Proposals for subsequent evaluation and publication opening.
(6) BID OPENING
All the EoI documents will be opened immediately after closure of Bid submission at 12.00 noon, on 2nd October 2017 at the Service Conference Room for preliminary evaluation.
(7) ADDITIONAL INFORMATION:
(i) The Advertisement shall not be considered as a commitment on the part of Federal Fire Service nor shall it entitle potential companies to make any claim whatsoever and/or seek any such claim having responded to the advertisement.
(ii) The details of the scope of work shall be provided in the Standard Request for Proposals to be made available only to shortlisted consultants on the payment of a non-refundable sum of Ten Thousand Naira (10,000.00) only, to the Service TSA Account at any commercial bank in Nigeria.
(iii) Late submission of Expression of Interest documents will be rejected.
(iv) The Federal Fire Service has the right to reject any application
(v) Interested firms are to note that Federal Fire Service shall not be held liable for the expenses incurred by them on their submission and that the Service shall shortlist only firms whose submissions are considered to be responsive to the requirements of the Service.
