1.0     Introduction:
Osun State Polytechnic Iree, Osun State intends to execute Year 2016 TETFUND Library Intervention projects to enhance teaching and learning. In view of the above, the Institution is hereby inviting interested, competent and reputable contractors to submit pre-qualification documents and tender bids for the projects described below:

1.0     Mandatory Requirements for Bidders:
(a)     Verifiable Certificate of Incorporation with the Corporate Affairs Commission (C AC)
(b)     Verifiable Evidence of Valid Tax clearance certificate for the last three (3) years (2014, 2015, 2016) corresponding to declared turnover
(c)      Verifiable current Industrial Training Fund (I.T. F.) Compliance Certificate
(d)     Verifiable current PENCOM Compliance Certificate issued by National Pension Commission
(e)      Verifiable Certificate of Interim Registration Report (IRR) with the Bureau of Public Procurement (BPP) showing registration on the National Database of contractors, consultant and service providers
(f)      Verifiable current NSITF Compliance Certificate
(g)     Current Company’s Audited Account duly stamped and signed by AN AN/ICAN Licenced Auditors for the last three (3) years
(h)     Verifiable Office and Workshop address(es): NOT P.O. Box but should include telephone numbers of company directors
(i)      Verifiable list of executed similar jobs, at least three (3) in the last five (5) years (copies of letters of award and certificates of practical job completion e.t.c. to be attached)
(j)      Evidence of financial capability/evidence of financial backing/reference from a reputable bank
(k)     Original Bank Statement for the past twelve (12) months and documents demonstrating availability of fund/liquid assets and/or credit facilities from the banker(s) to successfully complete the contract.
(l)      A comprehensive Company Profile of Contractor to include verifiable Staff List, Certificate of Academic and Professional Qualification of Company Staff
(m)    A Sworn Affidavit disclosing whether or not any officer of Osun State Polytechnic Iree is a former or present director, shareholder or has any pecuniary interest in the bid and that all the information/documents provided in its bid are true and correct and that no director of the firm has been convicted by any court of law and the firm is not bankrupt or in receivership
(n)     Arrangement of the technical documents should follow the order in the list above and appropriately paged. The technical documents should have a table of content indicating the pages on which these items are to be found
2.0     Collection of Bid/Tender Documents:
Tender documents are to be collected at the Office of Bursar/Secretary Tenders’ Committee between the hours of 10:00am and 4:00pm daily (Monday to Friday) after the payment of non-refundable tender fee of N 10,000.00 at the Bursary Department of the Institution. Bidders should note that they cannot bid for more than two (2) lots
3.0     Verification of Claims:
Please note that Osun State Polytechnic Iree reserves the right to verify claims made in the technical bid documents submitted by the interested contractors
4.0     Submission of Bid Documents:
Both Technical and financial bid documents should be neatly bound and each sealed in a separate envelope and clearly marked at the top and labelled ‘Technical bid for TETFUND 2016 Projects’ and ‘Financial Bid for TETFUND 2016 Projects’ respectively (Specifying the LOT and name of project) and both packaged in a bigger envelope with the name of the Company, particular and name of the project clearly written at the back which should be submitted at the Bursar’s Office of the Institution and addressed to:

5.0     Closing Date:
The closing date for the submission of both Technical and financial bid documents is Monday 22nd January, 2018 by 12 noon. The financial bids of companies successful in the technical evaluation will be opened on Wednesday 24th January, 2018 by 12 noon at the Governing Council Board Room of the Institution while the financial bids of unsuccessful bidders shall be returned unopened on that day.

Invitation to Tender
(1)     The Financial Reporting Council of Nigeria invites sealed tenders from eligible and qualified Tenderers for works (Office Fit out Implementation).

(2)     Tendering will be conducted through the National Competitive Bidding (NCB) procedures specified in the Procurement Manual under the Public Procurement Act, 2007 and are open to all Tenderers eligible as defined in the Procurement Manual.
(3)     Intended eligible Tenderers may obtain further information from the office of the Executive Secretary/Chief Executive Officer, Financial Reporting Council of Nigeria; and purchase the tendering document at the address given below from 8:00am – 4:00pm daily.
Qualification Requirement:
The Tenderer shall furnish documentary evidence that it meets the following financial requirement(s):
(i)      Evidence of registration with Corporate Affairs Commission (CAC);
(ii)     Certified true copy of Memorandum and Article of Association;
(iii)    Company Tax Clearance Certificate for the last three (3) years (2014, 2015 and 2016);
(iv)    Evidence of Registration and remittances of Value Added Tax (VAT);
(v)     Interim Registration Report issued by Bureau of Public Procurement (BPP);
(vi)    External Audit Report of the Bidder for the last three (3) years;
(vii)   Banker’s declaration that the Tenderer has the financial capacity or a line of credit to execute an NCB contract for supply of goods;
(viii)  Current PENCOM Compliance Certificate in line with the Pension Reform Act 2014;
(ix)    Current Industrial Training Fund (ITF) Compliance Certificate in line with the ITF ACT;
(x)     Evidence of registration with Financial Reporting Council of Nigeria (FRC).
(5)     A complete set of Tendering Document in English may be purchased by interested Tenderers on the submission of a written application to the address below and upon payment of a non-refundable fee of Fifteen thousand naira (N15,000.00) only. The method of payment will be through the bank. The Tendering Document will be hand delivered.
(6)     Bids must be delivered to the address below at or before 10:00am, on Friday, January 12, 2018. Electronic tendering will not be permitted. Late tenders will be rejected. Tenders will be opened in the presence of the Tenderers’ representatives who choose to attend in person at the address below immediately following the deadline for submission on Friday, 12th January, 2018.

Please refer to the Invitation to Tender issued by the Cross River University of Technology, Calabar, published in the Punch Newspaper, The Nation Newspaper and Federal Tenders Journal on Monday, October 16, 2017; and the Weekend Chronicle Newspaper on Friday, October 20, 2017; respectively
(2)     The attention of the general public is hereby drawn to the following amendments/additions to the above mentioned publications.
(i)      Evidence of current Pension compliance certificate (2017);
(ii)     Evidence of current Industrial Training Fund (ITF) compliance certificate (2017);
(iii)    Company profile including curriculum vitae and evidence of professional qualifications of key staff;
(iv)    A sworn affidavit disclosing whether or not any officer of the relevant committees of Cross River University of Technology, Calabar, or the Bureau of Public Procurement is a former or present Director, Shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct In all particulars;
(v)     Verifiable documentary evidence of at least three (3) similar jobs in the last five (5) years including letter of Awards, Valuation Certificates and Job Completion Certificates;
(vi)    Evidence of Registration on the National Database of Federal Contractors. Consultants and Service providers by submission of Interim Registration Report (IRR) expiring on 1/1/2018 or valid certificate issued by BPP;
(vii)   List of plants/Equipment with proof of ownership/lease for Lots 3 and 4;
(viii)  Minimum average turnover of N100 million Naira for Lots 3 and 4 as reflected in the Tax clearance Certificate.
(3)     The Tender fees has been reduced to N10,000.00 per Lot. Bidders that have paid N25,000.00 will be refunded the excess on presentation of evidence of payment.
(4)     Evidence of Registration as Contractor with Cross River State Due Process” and “Evidence of VAT Registration and VAT remittance for three (3) years” have been expunged from the advertisement.
The submission deadline has been extended to Thursday, 28th December, 2017. The technical bid opening will commence immediately in the Senate Chambers of the University. Only pre-qualified bidders shall be invited for financial bid opening at a later date.
PLEASE NOTE:
(i)      No bidder should bid for more than two (2) Lots.
(ii)     Only Tenders of prequalified Contractors will be opened, while the financial bids of the unsuccessful bidders will be returned unopened.
(iii)    Arrangement of prequalification document should follow the list of prequalification requirements (i to xi) above, appropriately numbered with a table of contents indicating the pages or folios in which these items are to be found.
(iv)    Bidders who had initially submitted their Bids can withdraw same in order to effect the amendments mentioned herein and submit before the deadline.

Special Presidential Intervention Projects under the needs Assessment of Nigerian Public universities Phase 1.
The Cross River University of Technology invites applications from suitably qualified contractors/suppliers for prequalification and Tender for the underlisted works. Tendering will be conducted through the National Competitive Bidding (NCB) procedures as specified in the public procurement Law 2011 (Law No. 1, 2012) and in accordance with guidelines of the Due Process Bureau.
LOT 1: Procurement of farm/laboratory equipment for Obubra Campus.
LOT 2: Procurement of office furniture and equipment for Okuku Campus.
LOT 3: Construction of Multi-purpose Hall (pavilion) for Ogoja Campus.
LOT 4: Provision of water for irrigation, livestock, laboratories and staff/students for Obubra Campus.
A complete set of Tender Documents in English may be inspected and purchased at Department of Physical Planning by interested and qualified Tenderers from 23rd of October, 2017 upon payment of ₦25,000.00 (Twenty-five thousand naira only), for each set payable at CRUTECH Micro Finance Bank.
Completed Tender must, be accompanied with the following prequalification requirements in separate sealed envelopes clearly marked “Prequalification Documents” or “Tender Documents”.

(m) The Company must be registered with the Data Base of Bureau for Public Procurement.
Tenderers are to indicate the LOT Number at the left hand corner of the envelope and must be deposited in Tender Box at the Registry Department on or before Tuesday, 12th December, 2017 between 9.00am – 3.00pm daily. Late Tenders will be rejected.

(l)      Sworn affidavit indicating that the company is not in receivership, insolvent or bankrupt.
(m)    Sworn affidavit that non of the Directors has been convicted in any court for any criminal office including fraud and any financial impropriety-.
(4.0)  Collection of Tender Documents
All interested bidders are to:
(i)      Pay a non-refundable fee of N20,000.
(ii)     Collect tender document from the Procurement Unit of the College on presentation of the payment receipt for non-­refundable tender fee within six weeks from the data at this publication.
(5.0)  Submission of Tender Document
Completed Technical and Financial Bids should be submitted in two different sealed envelopes and labeled “Technical Bid” and “Financial Bid” respectively with the company name indicated of the back of the envelope. The two envelopes should be enclosed in a larger envelope and marked (Technical and Financial) and addressed to: The Secretary Tender’s Committee, Federal College of Education (Technical), P.M.B, 11, Omoku. The envelope should be duly marked with the relevant Lot Number on the top right hand corner. The bids should be dropped in the Tender Box at the front of the procurement office. Bidders are to ensure that they also sign the submission register.
(6.0) Closing Date
Technical/Financial Documents must be submitted not later than 12:00 noon of 18th January, 2018 and shall be opened that same day in the College Multipurpose Hall. Contractors and suppliers are advised to be present or represented at the opening ceremony.
