INVITATION FOR TECHNICAL AND FINANCIAL BIDS FOR PROJECTS UNDER 2017 CAPITAL APPROPRIATION
1.0 INTRODUCTION
In pursuance of the extant guidelines of the Public Procurement Act, 2007, the Gurara Water Management Authority (GWMA) under Federal Ministry of Water Resources (FMWR) in furtherance to her statutory mandate is desirous of carrying out General Maintenance on the Dam, Irrigation facilities and entire infrastructures of Gurara Project. To this effect, interested and reputable Contractors/Consultants/Suppliers are hereby invited for Technical and Financial Bids for the under-listed maintenance works in the FY 2017 Capital Appropriation Act.
2.0 SCOPE OF WORKS

PROJECT DESCRIPTION: Renovation of 2 No. Building Blocks residence to Nigeria Security and Civil Defence Corps and Staff of the Authority at Chinka Camp, Kaduna State.

PROJECT DESCRIPTION: Servicing of Center-Pivot Irrigation machines, works to includes replacement of faulty pumps, tyres etc.
3.0 ELIGIBILITY REQUIREMENTS
3.1 MANDATORY REQUIREMENTS
i. Verifiable evidence of certificate of registration with Corporate Affairs Commission (CAC) by inclusion of certificate of Incorporation;
ii. Verifiable evidence of current Tax Clearance Certificate for the last three years (2014 – 2016);
iii. Verifiable evidence of Compliance with the Industrial Training Fund Amendment Act, 2011 by inclusion of Compliance Certificate from the Industrial Training Fund (ITF) for (2017);
iv. Verifiable evidence compliance with Pension Reform Act, 2004, by inclusion of Compliance Certificate from the National Pension Commission (PENCOM) for 2017;
v. Verifiable evidence of Registration on the National Database of Contractors, Consultants and Service Providers with the Bureau of Public procurement (BPP); by submission of the Interim Registration Report (IRR) as evidence of compliance (2017) and above;
vi. Verifiable evidence of Compliance with the Employees Compensation Act which requires all employers of labour to remit 1% of the total annual emolument of workers to the National Social Insurance Trust Fund (NSITF) (2017);
vii. Verifiable evidence of the Company’s Audited Accounts for the last three years from a professional registered with Financial Reporting Council of Nigeria (2014 – 2016);
viii. Sworn affidavit (2017):
a. Of the company not being in receivership or insolvency or bankruptcy;
b. Disclosing whether or not any officer of the relevant committees of the procuring entity or BPP is a former or present Director who has any pecuniary interest in the bidder;
c. Of not having any Director who has been convicted in any country for any criminal offence;
d. Confirming that all information presented in its bid are true and correct in all submission;
e. Of not having any Director current or retired who has any pecuniary interest in the Bidder.
4.2 ADDITIONAL REQUIREMENTS
i. Detailed Company Profile showing verifiable evidence of possession of experience in the similar job and submission of at least three projects of similar nature and complexity applied for with Letters of award, job completion certificates;
ii. Evidence of possession of adequate qualified personnel with their Curriculum Vitae and professional qualification (COREN, ARCON, CORBON & QSRBN) and Project Manager of at least 10 years’ experience;
iii. Verifiable evidence of financial capability to execute the project from a reputable bank of the Firm/Company;
iv. Verifiable evidence of a non-refundable payment of N20, 000.00 (Twenty Thousand Naira) only through TSA Remita – Gurara Water Management Authority Platform;
v. Verifiable evidence of Tools and Equipment to be used and their locations as well as whether the Tools or Equipment are by lease or owned.
NOTE: Proposal must be paginated and items required above to be arranged in the order of sequence as listed.
5.0 PAYMENT FOR TENDER DOCUMENTS
All bidders are advised to contact their Banks for the code upon which payment of a non-refundable tender fee of N20, 000.00 (Twenty Thousand Naira) only would be affected.
6.0 COLLECTION OF BID DOCUMENTS
Interested bidders shall obtain Tender documents from Monday 16th October, 2017 to 20th November, 2017 upon presentation of evidence of payment of tender fee to:

7.0 SUBMISSION OF BID DOCUMENTS
• Completed Technical and Financial bids (two sets of hard copies and one soft copy) shall be submitted in 2 separate sealed envelopes. The two envelopes should be enclosed in one large envelope labeled “Technical and Financial Bid” with Project Name at the top right hand corner with company name behind and addressed to:

And to reach the above address on or before 12 noon, Monday 20th October, 2017.
• Technical bid would be opened same day immediately after close of submission in the Authority’s Court-Yard.
• Only firms whose pre-qualification documents fulfill the minimum requirements would be contacted for financial bid opening.
8.0 PLEASE NOTE
i. A verification of Procurement Documentation may be carried out where Contractors, Suppliers and Service Providers may be required to present the original copies of their CAC, VAT, PENCOM, TAX, ITF, FRCN, and NSITF Certificates and may thereafter refer any/all to the relevant Security Agencies and issuing bodies for verification.
ii. The Gurara Water Management Authority reserves the right to reject any/all the submissions that do not meet up with the requirements as specified.
iii. All bidders are to use their Company’s Letter Head papers in all correspondences for this procurement bearing the following:
a. Corporate Affairs Commission (CAC) Registration Number;
b. Phone Number(s); and
c. Names of Board of Directors of the Company.
9.0 DISCLAIMER AND CONCLUSION
i. This advertisement shall not be construed as a commitment on the part of the Authority to award any or all of the above listed projects;
ii. The Authority will not be responsible for any costs or expenses incurred by any Bidder in connection with the preparation of their documents; and
iii. The Authority is not bound to shortlist any bidder and reserves the right to annul the selection process any time without incurring any liabilities to any Bidder.
