INTRODUCTION
1.0 The Tai Solarin University of Education is desirous of using her year 2015 TETFUND intervention for the construction of the COLLEGE OF SCIENCE AND INFORMATION TECHNOLOGY BUILDING and its Associated External Works at her Ijagun Campus.

2.0 THE PROJECT

Construction Of The College Of Science And Information Technology (COSIT) Laboratories Building and Associated External Works
(a) To this end, the University now invites sealed Technical and Financial bids from eligible and qualified bidders for the above listed works.
(b) Bidding will be conducted through the National Competitive Bidding Procedures and is open to all bidders resident within the Federal Republic of Nigeria.

3.0 PRE-QUALIFICATION REQUIREMENTS
Pre-Qualification requirements include the following minimum conditions: (a) Evidence of Registration with Corporate Affairs Commission (CAC).
(b) Evidence of Tax Clearance Certificate for the past three (3) years.
(c) Evidence of Certificate/Exemption from PENCOM in compliance with pension Reform Act.
(d) Evidence of compliance with Industrial Training Fund (ITF)Amended Act 2011.
(e) Evidence of compliance with National Social Insurance Trust Fund (NSITF)
(f) Evidence of registration on the National Database of Contractors, Consultants and service Providers by (BPP) or a copy of Interim Registration Report (IRR) as evidence of compliance with the requirement.
(g) Sworn Affidavits that none of the Directors has been convicted in any country for a criminal offence including fraud or financial impropriety.
(h) Evidence of VAT Registration.
(i) Evidence of Experience in Jobs of similar nature and complexity executed within the last Three (3) years with verifiable letters of contract award. Works cited should be at least seventy percent (70%) completed, evidenced by practical completion certificate/interim payment certification and pictures.
(j) Comprehensive company profile showing organizational structure, list of staff including curriculum vitae of key personnel involved in project implementation stating their qualifications. The list must include at least B.Sc. in Civil Engineering or Architecture and three (3) persons with evidence of Registration with relevant professional bodies. (Enclose photocopies of qualifications).
(k) Quality Control/Assurance manual of the company.
(l) Intended contractor must own and /or demonstrate access to a substantial proportion of the construction equipment required to successfully execute the contract evidenced by proof of ownership. Please state location and condition of the plant and equipment for ease of verification/identification.
(m) Annual Audited Account for the last Three (3) years to be provided.
(n) Have liquidity and/or evidence of access to or availability of confirmed positive credit facilities of not less than Fifty Million Naira (N50,000,000) only but must give evidence of equipment needed to execute the project.

4.0 TENDER PROCEDURE
Complete set of bidding documents may be purchased by interested bidders upon payment of a non-refundable fee of Fifty Thousand Naira (N50,000.00) only with a certified Bank Draft in favour of TAI SOLARIN UNIVERSITY OF EDUCATION, IJAGUN. The bidding documents can be collected by hand on demand from the Registrar’s Office and returned 6th November, 2017

Bids will be opened physically in the presence of the bidders/representatives who choose to attend at the University Council Chambers at a date to be duly communicated to all bidders. Please note that only bidders with satisfactory Technical Bids will have their Financial Bids considered.
