TITLE: PROCUREMENT OF PAYMENT SERVICE PROVIDERS FOR NATIONAL CASH TRANSFER
INVITATION FOR BIDS
(1) The Federal Republic of Nigeria has applied for a Credit from the International Development Association (IDA) in various currencies towards the cost of National Social Safety Net Project (NASSP) and intends to apply part of the funds under the National Cash Transfer component. It is intended that part of the proceeds of this credit will be applied to eligible payments under the contract to cover payments for Procurement of Payment Service Providers.
(2) The National Cash Transfer Office (NCTO) a component of National Social Safety Net Project (NASSP) now invites sealed bids from eligible bidders for the Procurement of Payment Service Providers at the following five (5) Lots of fourteen (14) states of the country:

The contracts will be effective for the period of 3 years and shall include but not limited to a) Providing cash-out points, b) Providing non-cash services, c) IT infrastructure to support payments, d) Cash based disbursement in remote/rural locations, and e) Merchandise based disbursements in remote/rural locations.
(1) To be eligible for the award of contract, bidders must meet the following criteria:
(i) Has executed during the last two (2) years electronic payment including transportation and disbursement of cash to recipients in at least two (2) states in the respective lots over a six (6) months period.
(ii) The minimum required annual volume of Services for the successful Bidder in any of the last two years shall be at least equivalent to

LOT 5 – NCTO/NCS/001 /NE =N173, 820, 000.00
(iii) The minimum amount of liquid assets and/or credit facilities net of other contractual commitments of the successful Bidder shall be:
LOT 1 – NCTO/NCS/001/NC = N402,840,000.00
LOT 2 – NCTO/NCS/001/SW = N124.860.000 00
LOT 3 – NCTO/NCS/001 /SS&SE = N101,640,000.00
LOT 4 – NCTO/NCS/001 /NW = N215,010.000 00
LOT 5 – NCTO/NCS/001 /NE = N173.820.000
(iv) Audited account for the past three (3) years
(2) Bids will be considered per Lot Bidders may quote for one or more complete Lots, as bids will be evaluated and awarded on a lot-by-lot basis or combination of lots, whichever results to be most economical to the project. Bids for part of a Lot will be considered non-responsive.
(3) Bidding will be conducted through the National Competitive Bidding (NCB) procedures as specified in the World Bank’s Guidelines: Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers January 2011, revised July 2014 (“Procurement Guidelines”), and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank’s policy on conflict of interest.
(4) Interested eligible bidders may obtain further information and inspect the bidding document during office hours of 0900 to 1700 hours at the address given below: 38 Jimmy Carter Street, Asokoro, Abuja.
(5) Interested eligible bidders may purchase a complete set of bidding document in English Language upon the submission of a written application on bidder’s letterhead to the address below and payment of a non-refundable fee of Twenty Thousand Naira (N20, 000.00). The method of payment will be by Certified Bank Cheque in favour of “National Cash Transfer Program”. The Bank draft should be accompanied by a letterhead of the desirous party requesting for transmittal of the documents giving reference to the “IFB Number” and “Title” of the bid.
(6) Bids must be delivered to the address below on or before 12:00 noon local time on 12th October, 2017. Electronic bidding will not be permitted.
(7) Late bids will be rejected. Bids will be publicly opened after 12:00 noon local time on 12th October, 2017 in the presence of the bidders’ designated representatives and anyone who wishes to attend at the address below. All bids must be accompanied by a security of not less than the amount stated in the table above for each lot.
