(3) The pre-qualification requirements to be provided by interested contractors are as follows:
(a) Mandatory
(i) Evidence of Incorporation or Registration of Business with the Corporate Affairs Commission.
(ii) Valid Tax Clearance Certificate.
(iii) Evidence of Compliance with Pension Fund (PENCOM clearance Certificate).
(iv) Evidence of Compliance with ITF contribution.
(v) Evidence of Compliance with the National Social Insurance Trust Fund (NSITF).
(vi) Evidence of registration on the National Database of Contractors, Consultants and Service Providers by BPP or a copy of Interim Registration Report (IRR) as evidence of compliance with the requirement.
(vii) Sworn Affidavits.
(viii) Evidence of Company Audited Accounts for three (3) years
(b) Other Requirements
(i) Evidence of Financial capability and Banking support.
(ii) Technical capabilities of the Firm or Company in terms of equipment, staff strength including the profile of the key officers.
(iii) Verifiable evidence of similar and other jobs successfully executed with their locations.
(iv) Evidence of Equipment and Technical capacity.
(v) Annual Turnover
(vi) Office Registration.
(vii) Original documents should be available for sighting on demand during or after opening of pre-qualification documents.
(4) COLLECTION OF BID DOCUMENTS
Interested Contractors/firms should collect Standard Bid Documents as from Monday 2nd October 2017 from the Office of the Registrar Ibrahim Badamasi Babangida University Main Campus, Lapai upon the presentation of a Bank draft of a non-refundable processing fee of Twenty Thousand Naira (N20,000:00) only for each lot.
(5) SUBMISSION OF TENDER DOCUMENTS
Prequalification documents (Technical bids) together with the financial Bids with all the required supporting documents should be neatly packaged in two (2) separate sealed envelopes and appropriately marked “Technical” and “Financial respectively. Each envelope should be clearly marked on the right top corner stating the Project Lot number and title as well as Company’s name. Both envelopes should be placed in a third bigger envelop marked with the appropriate project title and Lot number as well as Company s name and addressed to the Registrar, Ibrahim Badamasi Babangida University Lapai, PMB 11 not later than the date indicated for the opening of bids in this publication.
(6) OPENING OF BIDS
The Technical Bids (i.e. the pre-qualification bids) shall be opened on Friday, November 10th 2017 at the Senate Chambers Administrative Block, Main Campus Lapai at 12noon. Bidders or their representatives are invited to witness the Public opening exercise accordingly.
Only bidders that have been pre-qualified and found capable of executing the projects will be contacted for the opening of financial bids.
Opening of Financial Bids of Prequalified Contractors shall be done at a later date that will be communicated to successful (prequalified) Contractors/Firms.
(7) PLEASE NOTE
(a) Due Diligence/verification of facts visits, which will be weighted for pre-qualification shall be undertaken to determine competent contractors to tender for the contract.
(b) Only bidders that have been pre-qualified and found capable of executing the projects will be contacted for the opening of financial bids.

TENDER NOTICE
Notice is hereby given by Ekiti State Government to suitable contractors to submit tender for the under-listed project:
Project Description/Location: CONSTRUCTION OF OTUN – OSAN – ORA ROAD
2. TENDER DOCUMENTS
The Tender documents including un-priced Bill of Quantities are obtainable from The Director, Department of Planning, Research and Statistics of the Ministry of Works and Transportation, Ajilosun Street, Ado-Ekiti on the payment of non-refundable fee payable to Head 402 Sub Head I0I of the Ministry of Works and Transportation.
3. PRE-REQUISITES FOR TENDER
a) Certificate of Registration with the Ekiti State Registration Board of the Ministry of Works and Transportation, Ado-Ekiti.
b) Evidence of Tax Clearance of two (2) Company’s Directors (current year) in Ekiti State.
c) The Company’s Ekiti State Development Levy receipts for the three consecutive years (years of tender inclusive).
d) Evidence of Company (Functional) Office in Ekiti State.
e) Evidence of registration of Business Premises in Ekiti State.
f) Current Tax Clearance Certificate of the Company.
g) Certificate of Incorporation of the Company.
h) Evidence of Audited Accounts of the Company for the past three (3) years.
i) Evidence of Financial Capability from a reputable Bank.
j) Profile of the Company indicating the partners, equipment, working experience and any other relevant information that may enhance favourable consideration of the tender.
k) Evidence of current registration with the Bureau of Public procurement.
l) Current FIRS Certificate of the Company.
m) Other peculiar documents as may be required by the procuring entity and BPP categorization etc.
4. SITE INSPECTION
All tenderers’ are advised to visit and inspect the site for the purpose of reconnaissance and reasonable pricing of the Bill of Engineering Measurement and Evaluation/Bill of Quantities.
5. SUBMISSION OF TENDERS
a) All tenders should be submitted to the State Tenders Board Secretariat not later than 12 noon on Tuesday 17th October, 2017 and the opening ceremony comes up by 12pm, same day.
b) All tenders must be submitted in sealed envelopes with the project title clearly indicated on the top left corner of the envelope and addressed to:

3.0 TENDER QUALIFICATIONS/REQUIREMENTS
Prospective Bidders are expected to submit the following requirements:
(a) Evidence of registration with the Corporate Affairs Commission (CAC);
(b) Detailed company Profile;
(c) Valid Tax Clearance Certificate;
(d) Industrial Training Fund (1TF) Certificate of Compliance
(e) Evidence of Registration on the National DataBase of Contractors, Consultants and Service Providers including BPP interim Registration Report;
(f) Evidence of Compliance with Pension ReformAct, 2004 by inclusion of certificate of compliance by the National Pension Commission;
(g) Letter of Financial Capability & Bank guarantee;
(h) Company audited account report for the last 3 years;
(i) Evidence of five (5) years similar jobs previously executed or currently being executed with verifiable letters of contract award, job completion certificate and payments:
(j) An affidavit stating that none of the directors of the Company has ever been convicted in any court for any criminal offence including fraud and financial impropriety;
(k) An affidavit indicating that no officer of the Commission and BPP is a former or present Director/Shareholder or has pecuniary interest in the Company.
4.0 OTHER REQUIREMENTS
(1) Verifiable evidence of technical capacity in areas of interest.
(m) Verifiable evidence of possession of adequate qualified personnel with the Curriculum Vitae and registration with relevant professional bodies such as COREN for civil works.
(n) Evidence of ownership or lease of relevant equipment to execute civil works.
5.0 COLLECTION OF TENDER DOCUMENTS
Tender documents are obtainable from the Commission’s Procurement Capital Unit at ICPC Headquarters, Plot 802 Constitution Avenue, Central Business Area, Abuja. Upon evidence of payment of non-refundable fee of N10,000 (Ten Thousand Naira Only) for each of the lots.
6.0 SUBMISSION OF BID DOCUMENTS
Completed Technical and Financial proposals for the projects) of interest should be submitted in three (3) copies, including one (1) original two(2) copies enclosed in separate envelops marked “Technical and Financial” and both sealed in the third envelop marked with the appropriate lot number and project title ” addressed to the address below;

7.0 BID OPENING AND VENUE
Tenders submission will close on the 8th of November, 2017. Technical and Financial Bid will be opened the next working day after the close of tender submission at 10:00 am in the Commission’s Auditorium at the Headquarters. Late submission will be rejected.
8.0 IMPORTANT NOTICE
This advertisement shall not be construed as commitment on the part of the Commission. Certificates and any other documents submitted shall be referred to the respective issuing authority for verification and authentication. Due diligence shall be conducted to verify any claims made by bidders.
Contractors are not allowed to bid for more than one lot. Violation of this may lead to disqualification. Technical and Financial bids put in one envelop that will expose bided amount shall be disqualified.
Only bidders with successful bids shall be invited to the next stage.

(4) Any damage of the books will be replaced at no additional cost.
(6) Payment will be made after satisfactory receipt of books by the University Library.
(7) Pirated materials will not be accepted.

Interested suppliers are expected to enclose hard copy of quoted prices in a sealed envelope named Tender for Supply of Books. It should be submitted at Registrar’s Office, Al-Hikmah University, Ilorin, not later than 11th October, 2017, and the opening of Tender follows immediately in Senate Chamber of the University on the next working day of the Tender’s
