INVITATION TO TENDER
1.0 The Accident Investigation Bureau (AIB) hereby expresses its intention to use part of its 2017 Federal Budget Allocation and Internally Generated Revenue (IGR) to fund the procurement of Goods, Works and Consultancy Services. To this end, services of experienced and eligible Suppliers, Contractors, Service Providers and Consultants are invited to tender for the following Projects listed below:
2.0 CATEGORY A: WORKS
Lot 1: Renovation of AIB Corporate Office at Abuja.
Lot 2: Construction of Fence, Landscaping and other external works at Enugu Regional Office, Enugu.
Lot 3: Construction of Fence, Landscaping and other external works at Kano Regional Office, Kano.
Lot 1: Renovation of AIB Corporate Office at Abuja.
Lot 2: Construction of Fence, Landscaping and other external works at Enugu Regional Office, Enugu.
Lot 3: Construction of Fence, Landscaping and other external works at Kano Regional Office, Kano.
3.0 Bidding will be conducted through National Competitive Bidding (NCB) procedure as specified in the Public Procurement Act, 2007. The General Public is also invited to note that Procurement below the National Competitive Bidding threshold would be carried out during the course of the year as given in the PPA, 2007.
4.0 SCOPE OF WORKS
Details of the scope of Works/Assignment and specifications for each of the jobs will be spelt out in the tender document.

5.0 GENERAL ELIGIBILITY REQUIREMENTS
i. Company Profile stating registered office and functional contact address including e-mail address and telephone numbers;
ii. Evidence of Company’s registration with the Corporate Affairs Commission (CAC);
iii. Company’s current Tax Clearance Certificate for the last three (3) years (2014, 2015 & 2016);
iv. Evidence of Certificate of Compliance from PENCOM in accordance with Pension Reform Act, 2004;
v. Evidence of Certificate of Compliance with Industrial Training Fund (ITF) Act, 2001;
vi. Evidence of Certificate of Compliance with contribution to Nigeria Social Insurance Trust Fund (NSITF);
vii. Evidence of Company’s Financial Capability;
viii. Evidence of payment for Bid Document;
ix. Evidence of relevant equipment (Contractors);
x. Company’s profile reflecting specific Track Record/on-going within the last five (5) years in provision of the assignment with evidence;
xi. Evidence of registration with professional bodies;
xii. Evidence of registration with Bureau of Public Procurement (BPP);
xiii. Accompany every bid with an affidavit disclosing whether or not any officer of the Bureau of Public Procurement is a former or present Director, Shareholder or has any pecuniary interest in the bidder and confirm that all information present in its bid are true and correct in all particulars.

6.0 COLLECTION OF TENDER DOCUMENTS
Interested companies should collect Tender Documents from the Office of the Head, Procurement, Accident Investigation Bureau, Murtala Muhammed International Airport, Ikeja, Lagos upon the presentation of non-refundable tender fee of N10, 000.00 for projects to AIB TSA Account.

7.0 SUBMISSION OF PROPOSALS
Original and two (2) copies of the Technical and Financial bids are to be submitted in two separate envelopes. Envelopes for Technical and Financial proposals shall be duly marked “TECHNICAL PROPOSAL” and “FINACIAL PROPOSAL” respectively. The two envelopes shall be enclosed in one single outer envelope and forward in sealed envelopes marked on TOP left corner boldly written “RELEVANT PROJECT TITLE”. The inner and outer envelopes shall:
a) Bear the names and address of the contractor (Inner envelopes);
b) Be addressed to the client at the address specified inner and outer envelopes;
c) Bear the name of the proposal inner and outer envelopes;
d) Bear a statement “Do not Open” with the technical proposal and financial envelopes.

8.0 PLEASE NOTE
The documents are to be dropped in the Tender Box in the office of the Head, Procurement, Ground Floor, Accident Investigation Bureau, Murtala Muhammed International Airport, Ikeja, Lagos not later than 12:00 noon on 20th October, 2017 and the opening of tenders will take place same day, immediately after close of bids at the conference hall of Accident Investigation Bureau (AIB) in the presence of bidder’s representative and members of the public who chose to come.
a. That all submission of documents after 12:00 noon deadline of 20th October, 2017 will not be accepted;
b. All CAC, VAT, PENCOM, ITF Tax Clearance Certificates submitted shall be referred to security and relevant Agencies for verification;
c. This invitation shall not be a commitment or obligation on the part of the Bureau (AIB) for award of any form of contract to any respondent nor shall it entitle any Company/Firm submitting documents to claim any indemnity from the Bureau;
d. Bidders are expected to adhere strictly to ALL instructions as non-compliance may constitute a ground of disqualification;
e. The Bureau also reserves the right to invoke the provision of Section 28 of the Public Procurement Act (PPA) 2007 without incurring any liability to the bidder.
